Along with the progress of science and technology, the society’s comprehensivedemand to technical skilled talents is higher and higher, secondary vocationaleducation and higher vocational education cohering to build modern vocationaleducation system become one of the important content of vocational education reform.As the basis of Secondary and higher vocational education cohesion, specialitycohesion is the necessary condition to realize the coordinated development ofsecondary and higher vocational education. This paper attempts to make speciality asthe breakthrough point, to explore the principle of the theory which vocationaleducation speciality setting should follow, analysis the problems and reasons inpractice, put forward the corresponding countermeasures.The research content is divided into five parts. The first part, it starts from coreconcepts and analyzes theoretical foundation.Property of vocational direction decidesthe origin of vocational education professional setting is industry demand. Secondaryand higher vocational education cohering must take industry demand as cohesion ties,and according to different requirements of vocation classifications to the talent setsecondary and higher vocational education speciality which both have hierarchy andcoherence, to structure integrated vocational speciality system. The second part,secondary and higher vocational cohering is faced with complicated problem, it hastwo aspects: one hand, secondary and higher vocational education speciality setting isseparated, which result in resources wasting and reduce overall benefit of vocationaleducation; on the other hand, secondary and higher vocational education in specialitysettings is repeated, which result in bare of vocational education system and part ofthe professional can’t meet the demand of society. The third part, the cause of theseproblems, one hand, is caused by lack of communication mechanism between highervocational colleges, on the other hand is caused by secondary and higher vocationalmanagement department individual management. The fourth part, compare andanalysis ways of secondary and higher vocational education speciality juncture inforeign countries, they have something in common by comparative analysis of theirsuccessful practices: unified management system and speciality setting standardscentre on vocation. These measures provide guarantee to secondary and highervocational professional cohesion. The fifth part, the key points of secondary andhigher vocational education speciality cohesion is to play professional educationauthorities, colleges and industry organizations tripartite joint action, according to industry demand structure and technical level order, and on basis of differentpositioning, settings form an integrated system which both have hierarchy andcontinuity on the basis of market demand. It needs three aspects: the setup of layeredmanagement mode, unified vocational colleges speciality set standard, at the sametime, it should build double safeguard to promote vocational education professional tomeet market demand.
