The Study On China’s Local Government’s Policies In Promoting Graduates’ Employment

Along with our country market economy system reform deepening, as well as the advancement of popularization of higher education, the problem of university graduates’ employment is more and more prominent in our country, and the employment situation is getting more and more serious. In autonomous mode of choosing a career, the central government and local government as the defender of the people’s livelihood, as the role of the director, supervisor and regulator in the process of university students’ employment, are formulated and implemented a series of policies to promote college students’ employment smoothly, has obtained certain achievements, but also is not very ideal. Therefore, it is necessary to analyze and explore problems of university students’ employment from the perspective of government and policy perspective.In this paper, from graduates’ employment and the basic connotation and theory of public policy analysis, by using the theory of supply and demand and market research, research supplying-promotion, demanding-promotion and matching market graduates’ employment policies. First of all, defines the related concepts of employment, employment policy, etc, put forward such as Keynes employment theory, government intervention theory, labor supply and demand theory, the theory of public policy evaluation as the theoretical basis of government for formulating, implementing and assessing promoting graduates’ employment policies, then designs evaluation system of promoting graduates’ employment policies. Second, analyzed the evolution and the present situation of promoting graduates’ employment policy, and proposed it has experienced the unified assignment to meet supply and demand, two-way choice to today’s independent choosing profession and the government promoting stage. Summarizing the current content of policies from three aspects of supplying-promotion, demanding-promotion and matching market, and putting forward promoting graduates’ employment policy has a developmental and timely, targeted and regionality, publicity and comprehensive characteristics. Third, on the basis of survey, using the fact and value standards, indicators of awareness, participation, satisfaction and influence value, using the object evaluation method and contrast analysis method, evaluating the effect of promoting graduates’ employment policy in Changsha. Evaluation results show that the policy effect is not good, mainly is the policy content and implementation on the existing problems and the insufficiency, displays in: employment supply mainly policy design and propaganda is insufficient, lack of university employment guidance services, personnel training mode and the market demand contradiction. The employment demand is mainly to encourage supply special employment project, which did not reach the desired effect, such as subsidies to tax incentive effect is not obvious, entrepreneurship policy system optimization, matching in the job market is mainly a public employment service response degree is not high, the labor market management ability is not strong. Fourth, summarizes and analyzes the main policy measures to improve graduates’ employment abroad, and puts forward the government attaches great importance to the comprehensive, system, policy is perfect, creating jobs, etc. Fifth, aiming at the shortcomings of the current policy and experience from abroad and the enlightenment, to study and put forward the suggestions of perfecting the promoting graduates’ employment policy of our local governments, and should establish the government support and regulation, unit of choose and employ persons is opening to absorb and increase jobs, college students to improve their own quality and ability, colleges and universities to adapt to the social demand and employment oriented synergy to promote university students’ employment mode, set up university students’ employment related subject can be positive as, relevant policy for college students employment policy system actively, to positive economic policy, industrial policy, fiscal and taxation policy, financial policy, education training, labor policy and social policy to promote college students’ employment; specific to the supply of employment policy, to promote the reform of college personnel training mode, improve employment guidance service system, strengthen graduates’ employment ability, promoting policy propaganda, employment demand policy to develop regional economy and improve the grass-roots employment guarantee mechanism, perfecting the tax preferential policy, credit insurance function, optimize the entrepreneurial environment, market matching policy to improve the level of social services, standardized labor market environment and improve the social security system, etc.
