The problem of our country’s rural education is the key to the construction of new socialist countryside. Rural compulsory education is directly related to the country’s prosperity and long period of stability and it plays an overall, fundamental and guiding role in the construction of socialist new countryside and in building a harmonious socialist society. Rural compulsory education draws much attention from all walks of life, and becomes the focus of the governments at all levels with difficulty.At present, rural compulsory education has made great progress. The education proportion is rising. The progress on the one hand, is due to the progress of society as a whole. On the other hand, it is devoted by the great enthusiasm of the government and the people.However, when we examine the rural compulsory education with fine, you will find: there are still some crisis behind the aura of the achievements. Some are highlighted, and some are potential. This requires us to have the courage to face, to analyze, to think and to solve. China’s rural population accounts for the national total population 56%. So, the development of rural compulsory education relates to the improvement of the qualities of the whole nation, the stability of the society and economy and the country’s prosperity.This paper combines with the development of Chin’s compulsory education and Weifang’s actual situation of rural compulsory education development. It summarizes the achievements and problems in the development process of Weifang’s rural compulsory education. The paper also analyses the restraining factors of Weifang’s development of rural compulsory education with the attribution theory.The factors contains: the lagging of the local economic development, the funding shortage of the government investment in education, the reform lagging of the education system, the unbalanced development of education, and the effect of social, family, parents and other factors. Based on this, the paper puts forward some countermeasures to promote the development of Weifang’s rural compulsory education. The countermeasures include: attaching great importance to rural compulsory education, speeding up the infrastructure construction, strengthening the teachers’ troop construction comprehensively, furthering the implement of the "Compulsory Education Law" and deepening the reform of rural education.
