| Since the "Compulsory Education Law" was promulgated and implemented, our country had made remarkable achievements on compulsory education popularization. We fundamentally offered the school-age children and adolescents opportunities to go to school and laid a solid foundation for improving the quality of the whole people. What comes after compulsory education popularization is to balance the development, that is, enable all school-age children and adolescents to be educated well equally. The level of school-running and the quality of education are uneven, and the gap is getting increasingly wider, which resulted in students’ heavy academic burden, school-choosing, arbitrary charges and other issues. To balance the development of compulsory education and ensure that all school-age children and adolescents can receive equal compulsory education will become the strategic task of compulsory education in the new period.In this context, the State Council promulgated the "Opinions on further promoting the balanced development of compulsory education" in 2012 and further promoted the balanced development of compulsory education. Now how to balance the development of compulsory education in the township and to meet the difficulties and problems attracts our timely attention and deep research. The solution of these problems will help understand the current situation of the balanced development of rural compulsory education and promote the balanced development of local compulsory education.In this thesis,9 compulsory education schools of D Town in Wangqing County are the research object. Approaches of this study are documents reading, interview and comparison. Through the investigation on the 9 compulsory education schools’ infrastructure, equipment, books and reference materials, teachers, students and other status, combined with the compulsory education balanced development and the overall construction of compulsory education schools in Wangqing, there are several deficiencies.1. Regional imbalance is so obvious that resources are difficult to be shared.2. The number of students decreases along with the social population, thus the size of the school shrinks.3. Financial support to the school running is weak, so the school standardized construction lacks of further improvement.4. The structure of the teachers is poor, so the quality of education is low.5. The school management is not standardized, so the running efficiency is relatively low.Through analysis and discuss, here come the conclusions:1. The poor school condition and weak structure of teachers is the main bottleneck to the compulsory education balanced development. Rural compulsory education school running conditions are relatively backward and the construction of teaching team is weak, which seriously affect the balanced development of compulsory education.2. So little financial support, the poor structure of teachers, the unscientific management and etc. result in the imbalance of compulsory education development. Suggestions are given below:1. Strengthen the government’s work and responsibilities to facilitate the orderly conduct of compulsory education.2. More ways to increase investment in education to further improve the conditions of school running.4. The scientific development of school layout planning to achieve the optimal allocation of educational resources.4. Optimize the structure of teachers and strengthen the construction of teaching staff.5. Strengthen the school management to improve the running efficiency. |
