Along with the arrival of the knowledge economy era of globalization, the competition of national comprehensive strength focus on talent competition, and the demand for leadership talents in social fields of employers is also more and more urgent. Colleges and universities, especially research universities, in the face of the current society for questioning the quality of education, set forth the goals to cultivate talents in the future of the world, and have been working hard to practice. Research universities on both sides of the Taiwan strait have put forward leadership talent cultivation goal, and they also began to explore their own leadership education. But up to now the research for the status quo of the college students’ leadership development on both sides of the Taiwan is still relatively lack.This study is going to measure the current level of leadership development status quo of research university students both across the Taiwan straits, and do comparison, to discuss the college students’ personal background and college background factors affecting of the development level of leadership on both sides of the Taiwan, to explore the influence degree of leadership self-efficacy on leadership development. This study focuses on understanding the differences between college students’ leadership development across the Taiwan straits under different social environment, school education, and provides experiences to research universities on both sides for the future of the reform.This study, basing on the theory of social change leadership development, borrowing the revision of the social responsibility of leadership scale, through the research of university students’ level of leadership development across the Taiwan straits, collects eight research universities’ undergraduate leadership data on both sides of the Taiwan, using SPSS software to understand the current leadership development level of the college students on both sides, comparing it from four sides, analyzing the influence on college experience and personal background to the level of leadership development, at the same time exploring the relationship between the leadership self-efficacy, leadership development and its eight core values.According to the research results, the undergraduate students’ leadership development level of research universities across the Taiwan strait are in average, but there is still room for improvement. Students in Mainland area research university overall development level of leadership, commitment and mutual goals and civic literacy were significantly higher than that of Taiwan; Influence of individual factors on leadership development level in cross-strait research universities’ students was not significant; College experience has significant impact on leadership development level for cross-strait research universities’ students; Under the social change leadership theory, leadership self-efficacy is an important influencing factor of leadership development for college students.In order to improve the level of research university students’ leadership development across the Taiwan straits, this paper, combining the results of the study, propose four suggestion from the college education, family education, social education and students’ self-education aspects. Colleges and universities should attach great importance to the development of the college students’ leadership, establishing leadership education center; putting the leadership education into general education courses, adopting flexible and varied teaching methods; encouraging students to participate in community and other extracurricular organizations to get leadership experience in the activities. Parents should set good examples, create a democratic family atmosphere, encourage children to participate in social activities to improve leadership development. Communities and enterprises should cooperate with universities, also provide ample opportunity for college students in the social environment to improve leadership experience. College students in research universities should have consciousness to ascend their own leadership, grasping the opportunity to exercise themselves, improving self-confidence, and setting up their scientific life planning.
