As China’s economic and social development and the deepening of reform and opening up, training qualified socialist citizen, civic and moral education has become a reality demand. The students are in the initial stage of moral formation, as our hope for the future, they are the responsibility of the rise and fall of the country, the junior middle school students’ moral education is particularly important. Since China has not set up the special moral education course of citizenship, mainly by the junior middle school thought personal character class to complete the task of civic and moral education in junior middle school students. One of the junior middle school thought personal character class curriculum goal is to lay the foundation for the cultivation of qualified citizens, and the citizens moral education agree without prior without previous consultation. Therefore, study of citizen moral education in the middle school moral education is very necessary.In order to better study the civic and moral education of junior high school students, the scientific definition of citizenship and national, civic virtue, civic moral education and civic awareness and civic education, civic education, make clear the difference and connection between them, observing and understanding the characteristics of physical and mental development of middle school students, according to Marx on the comprehensive development theory and Kolberg’s theory of moral cognition development stage, a comprehensive analysis of the junior high school students ideological and moral teaching and moral education of citizens: problems in the textbook are curriculum objectives, content is not a single disperse system, teachers in teaching there exist in education concept, education lag the dislocation sex, education method, education assessment of single unilateral problems, students also have not paid enough attention to, the internalization degree is not high question, school exist the problems of unreasonable hours arrangements, students practice activities. In view of the above problems, follow the principles of humanity, authenticity, procedure and practice principle put forward several countermeasures. Among them to improve the ideological and moral teaching materials about the civic and moral education is the premise to improve the ability of writing quality, school citizenship in the moral education in the middle school moral education management is the foundation, improve the ability of the junior middle school thought personal character class teachers of civic and moral education is the core of moral practice, enhance the junior high school students’ consciousness is the key.
