Since entering the new century, especially in 2010,the state promulgated the "national long-term education reform and development plan" again clearly put forward the government’s responsibility to strengthen our country’s preschool education’s popularization and improve the quality of preschool education, and make a specific deployment of the state’s responsibility.Then the State Council issued the "Several opinions of the State Council on the development of preschool education "which clearly defines the responsibility of governments at all levels whose responsibility is to prove the development of preschool education, and urged all localities to develop and implement the three-year action plan for preschool education’s develop in order to implement the government’s responsibility. So far, the first phase of the three-year action plan has been completed. It is not difficult to see that the preschool resources have expanded, the funding has enjoyed a substantial increase, the quality and quantity of preschool teachers have enhanced, the institutional mechanisms have gradually improved since it put the "three-year action plan" into practice, through a review of relevant paper. However, some results also present that the government is not in place to fulfill it’s responsibility, so the question is following:how to measure whether the government fulfill it’s responsibility or not? What is the specific content and scope of the responsibility of the government?How does the kindergarten leader, who plays multiple roles such as the level managers of the development of preschool education, the primary spokesperson of government who take a responsibility to promote preschool’s development,and also the one who has a clear understanding of the actual demand of kindergarten, view the responsibility of the government? Whether they advocated that the marketization of preschool education and reduce the responsibility of the government, or that the government shall be solely responsible for the preschool education?These all will affect the responsibility of the government and the overall development of preschool education. This study focuses on the government’s responsibility from the perspective of kindergarten leader, or in another word, a series of views of the government responsibility in the development of preschool education from the kindergarten leader, which both on the understanding, views, opinions of government responsibility, and individual’s subjective desire, emotion, will and other psychological factors.Through the interview and questionnaire, this paper probed deeply into the kindergarten leader’s view of government responsibility presented the reality of the government responsibility in our country in an objective and impartial view, analyzed the causes and the main problems which exists in the view which the government responsibility of the kindergarten leader in our country currently.In the foundation of the rationality of government requirements the concept of liability in our country, it put forward some suggestions on the government responsibility in our country.The main contents of this study include:First, I combed the current principal of governmental responsibility research and take the government’s policy background as the basis, which involve the development of the responsibility of the preschool education in our country, which help reveal the concept, essence, structure, characteristics.Second, this study used interviews and questionnaires, and take China’s kindergarten leader as the object of study, conducted a thorough investigation of the current situation of the government responsibility in China, and conducted a comprehensive, detailed and comprehensive analysis in the director of "government responsibility" relative concept,the connotation of the understanding and the understanding, the principal responsibility of government performance point of view, the principal responsibility of government expectations.Third, pay close attention on the issues such as:the principal responsibility of government is easily affected by external factors, which has the obvious ambiguous structure disorder. the formation of the concept of system scattered and the concept and action is inconsistent and so on.This paper try to analyze the reasons of current problems from environmental factors, Kindergarten leader itself, and practice field.Fourth, based on the above research results, it present six aspects of the state should be from the financial investment of the government responsibility, supervisory responsibility view, park planning held responsibility view, teachers team construction responsibility, legal responsibility, policy propaganda guidance view of government responsibility.At the same time, on the basis of this, put forward two route to raise the rationality of kindergarten leader of governmental responsibility consciousness from the environment system supporting and strengthening the self construction of the concept.
