In order to narrow the education gap between rural and urban areas and realize fair education, a series of education policies that arranging urban and rural education, balancing urban and rural education and realizing the integration of urban and rural education are issued. Under the influence of a series of education policies, the hardware education resources in rural schools have been dramatically improved. The development of school not only means improvement of hardware resources such as teaching equipment, but also means improvement of soft power of school culture.The real school culture is always full of characteristics. To realize the connotative development, the rural school should show school cultural characteristics and form its own characteristics based on actual situation of school and combining with school tradition.Taking a central primary school in X town Linyi city as an example, the study mainly adopts field research method and interview method. By analyzing related documents, the necessity and feasibility of characteristic construction of rural school culture has been theoretically demonstrated. It is acknowledged that theory should be combined with practice. By field observation of central primary school in X town, following problems about characteristic construction of rural school culture are found. Firstly, the characteristic construction of school culture is superficial and full of formalization; secondly, the characteristic construction of school culture become specialized; thirdly, the characteristic construction of school culture is against student’s needs. There are following reasons for causing these problems. Firstly, teachers and students fail to become the subject of characteristic construction of school culture; secondly, school compromises to society under the influence of social condition; thirdly, the concept of the characteristic construction of school culture is misunderstood by people. The researcher attempts to put forward some suggestions aiming at solving the problems of characteristic construction of school culture. Firstly, the value of characteristic construction of school culture should adhere to the principle of human development and subjectivity. Secondly, the characteristic construction of school culture can be constructed based on rural culture. Thirdly, survival conditions of individual of rural school need to be created. Fourthly, the characteristic construction of school culture can be formed based on school-based curriculum. Lastly, the characteristic construction of school culture can combine with school teaching.
