In this paper, through literature review and analysis, we found that there is little document about compulsory education of migrant children of Nanning city, but mostly concentrated in the study of Beijing,Shanghai, Guangzhou and other developed areas. The research analyzes the enrollment situation of compulsory education of the floating population of Nanning City through statistical yearbook, government websites, books,also measures taken by the local government, and summarizes the problems which Nanning government faces in dealing with of compulsory education of children of floating population: Being difficult, high entry barriers, harsh conditions, and great payment pressures in the process of admission; In the process of compulsory education there are weak adaptive capacity in the learning environment,low degree of community life integration, limited admitting ability of public schools and private schools governance dilemma; It is difficult for education consequence to assure fairness and to guarantee the quality of teaching. The reason is the limit of the national household registration system, the imbalance of local education policy; The finitude of public school resources carrying capacity, an utterly inadequate measure of accepted number, the uneven, fluidity big of private school teacher and its lag and dilemma of teaching management; and the instability of family environment, the improvement of the parents’ quality, the low individual’s adaptive ability to the new environment etc.. Finally, based on education equity theory, interaction theory, social integration theory and the education of the public governance theory, this thesis puts forward to establishing and perfecting the local government’s management and service system of the floating children’s compulsory education,strengthens the government’s public service consciousness oncompulsory education and sense of responsibility on the supply of education compulsory to disadvantaged groups; Perfecting the legal safeguard system of the balanced development of compulsory education,the policy and fund guarantee system of equilibrium supplies of Nanning;Consummating public governance system of compulsory education and improving the ability of public governance of compulsory education,which forms a common governance structure of the government, society,market, schools and individuals, to achieve the balance of the demand and the supply of basic education, to guarantee the vulnerable groups to have a equal chance to make an access to compulsory education,maintaining education fair.
