Execution is the core of development which is the school to achieve the goal of building. The key to achieve the school’s development goals is execution. Even if the school developed a rational, scientific development goals, if you do not have a strong executive power, the school’s development goals will not be successfully achieved. School level cadres are the backbone of the school management nexus, which is the important links and a strong guarantee of the school decision-making to promote and implement. But in reality, the school mid-level executive power is weak,and it is unable to made the school leadership development program in place. Therefore, this study analyze this problem from the perspective of theory,to practice for the execution of a comprehensive analysis of primary and secondary middle-level cadres in GT County. For example, through these questionnaires and interviews to identify primary and secondary schools about middle-level cadres execution problems in the implementation process, it is to analyze the causes of these problems and try to give the corresponding recommendations and measures to supplement the theoretical deficiencies. Its aim is to provide for enhanced implementation of the primary and secondary level cadres GT county basis, and apply management practices in primary and secondary schools, for the majority of primary and secondary middle-level cadres to enhance their ability when it is necessary to provide direction for the implementation and ultimately serve the primary and secondary development goals.In this study, GT County school teachers are studied. The methods is the use of research and interviews of implementation status GT county primary and secondary level cadres execution which are carried out field research. Through data analysis of the survey results, this study summarized the following problems about GT county level cadres execution primary and secondary school: teachers of primary and secondary middle-level cadres execution is not fully understood; for some execution elements(innovation ability, decision-making skills, communication skills inspire others and team leadership) does not give enough attention; the lack of mid-level management knowledge and learning; middle school cadre selection mistakes; school management mechanism is imperfect. Finally, the researchers solve these problems and give some suggestions: school leadership training should be full attention and execution of primary and secondary school level cadres; middle-level cadres is to strengthen their own learning, and strive to improve the execution of the elements; middle-level cadres is to strengthen the management of knowledge in learning; school leaders should refine the selection, implementation of strong mid-level cadres.
