Execution is crucial to the implementation of school development goal. Therealization of primary and secondary school development goal not only depends onthe goal’s validity,but also depends on school administrators’ and teachers’ executiveprocess and effect. The role and the function of primary and secondary school’smiddle-level cadres make them become the major force in school development goal’simplementing work. In reality, however, middle-level cadres are not able to becomePresidents’ right-hand man on account of lacking executive ability, which partlybecause that middle-level cadres haven’t got a deep understanding about the conceptof “executive ability”. It can be said that deep understanding about the concept of“executive ability” is the necessary base and premise to enhance middle-level cadres’executive ability. What is Executive Ability of Primary and Secondary SchoolMiddle-level Cadres?And what it includes? Starting from the two questions, thisstudy does research on executive ability elements of primary and secondary schoolmiddle-level cadres’ to ascertain the elements. In the end, using the elements as a tool,the research attempts to provide suggestions for the enhancement of middle-levelcadres’ executive ability.Using the theoretical approach, the research reviews the executive abilityelements in the previous studies via literature analysis. Using the interviewinvestigation approach, the research supplement the executive ability elements viainterview date analysis. Using brainstorming method, the research successivelyintegrates the executive ability elements and then obtains20preliminary elements. Toensure the results’ validity,the research conducts two rounds of questionnaire surveyin some experts. Finally,17elements are accepted. To ensure the results’ practicalvalue,the research use it as a tool to investigate the status quo of the executive abilityof primary and secondary school middle-level cadres’ in Hebei Province. The analysisresults of the questionnaire survey data show that the executive ability of primary andsecondary school middle-level cadres’ in Hebei Province is on an ordinary level.Middle-level cadres’ abilities of scheming, inspiring others and innovation are relatively weaker. In the end, the research analyzes the causes of that and providescorresponding countermeasures, including the following two aspects. Firstly, primaryand secondary schools’ middle-level cadres should strengthen the studying onmanagement knowledge. Secondly, school leaders should attach much importance tothe enhancement of middle-level cadres’ executive ability.
