| Thanks to the past decades of efforts since the founding of new China, china’s primary and secondary education has made brilliant achievements. However, it is also faced with many problems such as the reform and innovation, the fairness promotion and the quality improvement. Middle-level cadres, who play the important role of continuity and implement is the hard core and backbone of primary and secondary schools. However, the current training and research of middle-level cadres in primary and secondary schools are affected by various factors and has not received due attention.This article uses literature research methods, understand the middle-level cadres training, research results at home and abroad; and using case study method, the local administrative departments of education, primary and secondary school middle-level cadres training analysis, analysis of training, characteristics and trends of middle-level cadres. And on the basis of the domestic and foreign research results and practice, conducts the research to the current our country middle and primary school middle-level cadres training, put forward countermeasures and suggestions on training work.The research shows that, the education administrative departments at all levels have paid close attention to the training of middle-level cadre in primary and secondary schools. There is a certain number of training involving this group every year. Yet these trainings are not designing for the middle-level cadre in primary and secondary schools. Rather than designing the training from educational development and vocational development of the middle-level cadre, they are mostly simple work, professional training or exchange. The training in primary and secondary schools is adhered well, but the training and research of the middle-level cadre are still influenced by the traditional way of thinking.Aiming at the present situation of the training of middle-level cadre in primary and secondary schools, we need to change the traditional ideas, which have influenced the training of middle-level cadre. Beginning with the top-level design, we learn from the successful experience in the headmaster training in primary and secondary schools, and improve the government’s macroeconomic regulation function, establish and perfect the guarantee mechanism. Also, we mobilize the enthusiasm of the three aspects including education administrative departments, training institutions and the education management cadres. And we promote service commercializes appropriately. At the same time, we should establish and perfect the management system and mechanism of the middle-level cadre, combine with the headmaster training in primary and secondary schools, and strengthen the construction of training base. |
