Research On The Promotion Strategies To The Rule-of-law Capacity Of The Middle-level Cadresmiddle-levelincadres Secondary Vocational School

Since the 18^thNational Congress of the Communist Party of China,the CPC Central Committee has listed the comprehensive rule of law as one of the"four comprehensive"strategies.Furthermore,The Ministry of Education has also issued the Implementation Outline of Managing Education According to Law（2016-2020）,which has made specific requirements for promoting administering education and schools by law.Secondary vocational schools are vigorously promoting governing schools by law.As the backbone of secondary vocational schools,the middle-level cadres play a vital role in the implementation of running schools according to law,shouldering the responsibilities of executors,managers,decision makers and supervisors.Their capacity to manage schools by law influences significantly on its goal and effectiveness.Taking school A as an example,this paper carries out research at the levels of school leaders,middle-level cadres,teaching staff and students.This paper conducts a questionnaire survey on 28middle-level cadres,105 teaching staff and 1023 students,and conducts an interview survey on 3 school leaders,10 middle-level cadres and 14 teaching staff.Using spss22.0 software to analyze the questionnaire survey results,summarizing the survey results of individual interviews,analyze the current situation of the legal ability of middle-level cadres in school A,and come to the conclusion that there are some problems in the legal ability of middle-level cadres in school A,such as occasional deficiencies in legal belief,obvious legal thinking,imperfect legal knowledge,and improvement of legal practice ability.According to the requirements of governing the country according to law,managing education and schools according to law,and based on the theory of government by law,ability standard,governance and good governance,we should deeply understand the importance of rule of law ability,pay attention to improve the personal rule of law ability of middle-level cadres,establish a good rule of law environment,and strengthen the supervision and assessment of rule of law.On the basis of in-depth research,demonstration and analysis,this paper puts forward suggestions on improving the ability to manage school by law among the middle-level cadres in secondary vocational schools from the aspects of faith,thinking,knowledge,practice of rule of law,environment.This paper attempts to provide references for the research and practice of improving the ability of middle-level cadres,for improving the governance of schools by law,for promoting the modern governance capability in secondary vocational schools.
