Nowadays, the talent is the core competence in different countries, as well as in universities all over the world. The level difference of talents is bound to be the strength difference of the integrated competitiveness. Therefore, reinforcing talents’ training and improving the competitiveness of human resources are important ways for universities to cultivate qualified people. And it is necessary to establish a new training mechanism suitable for long-term development of universities. Yet, such new research system has to overcome the disadvantages of the present one.Based on the previous related research, the thesis analyzes the status quo of management on human resources training both at home and abroad and puts forward its research focus. Moreover, it introduces the basic information of some university in Daqing and human resources structure in it, which paves the way for further analysis of the mechanism so as to detect the problems in training system and discuss the reasons of those problems. In the light of such analysis in some university of Daqing, the mechanism is redesigned. On the other hand, the establishment and construction of human resources training system are studied and discussed. Meanwhile it also touches on the choosing of ways, training aims, working out plans and training assessment based on the training needs analysis. At last, the training implementation will be supervised according to the newly designed mechanism, which includes the supervision before, during and after such implementation. That is to combine modern training concept with employees’ occupation planning before the implementation, to carry out the cultural training in universities and establish learning organization during the implementation, to incorporate the motivation and performance management after the implementation. The mechanism, system and implementation are integrated in human resources training, all of which work together so as to guarantee the implementation of talents’ training in universities smoothly.
