With the continuous social technical development and the rapid expansion of knowledge, education has been taken the mission to make people learn to learn, learn to adapt, learn to grow up. The essay start with the investigate on Tooling Design and Manufacture specialty in polytechnic, exploring how the objectives of teaching are designed and what the problems come behind, and then analyzing them from three aspects: vocational skills formation, student development and social demand for the objectives of vocational teaching. Based on the tacit knowledge theory, constructivist theory on learning and understanding teaching theory, designed objectives of occupational skills teaching for understanding to deal with the problems and requirements.Firstly, introduction to the study conducted premise exposition. Account of the origin, research significance, research status, research object, research ideas and content, and research methods of the understanding objectives design of the vocational technology and skill teaching in Higher Vocational College.Secondly, from the investigate on Tooling Design and Manufacture specialty, found that the ability of the teaching objectives expressed in vague, knowledge, skills and literacy targets have not connected and impacted each other well and the teaching situation have been simplified.Thirdly, explained the foundation of the objectives on occupational skills teaching for understanding. On the hand, reviewed the request of the formation of vocational skills, student development, social demand for vocational teaching objectives, noticed that “understanding” has playing an important role to satisfy these requirement. On the other hand, tacit knowledge theory, constructivist theory on learning and understanding teaching theory had been analyzed as the theoretical support for the objectives design.Fourthly, I laid the particular emphasis on the analysis of the meaning of understanding in occupational skills teaching. The understanding is characterized by tacit cognition, according to the performance-based concept, relying on the self-construction method and formatting by the carrier of situation. Beside, this understanding has divided into four types: active cognition and technic of understanding, active cognition and weak technic of understanding, weak cognition and active technic of understanding, weak cognition and technic of understanding. What’s more, these understanding among these four types can be transformed.Fifthly, explained the positive significance of the objectives design for understanding to the current designing problems and made a detailed analysis of the design on objectives for understanding. Inspired from Wittgenstein’s opinion on the strength to distinguish tacit knowledge, established the "the degree of difficulty about the understanding content" and " the degree of difficulty about the understanding expression" as the criteria for classification to the understanding objectives system, which includes four dimensions and five levels. Four dimensions from front to back, five levels from top to bottom, reflect the variation trend from easy to difficult on understanding content and the expression of understanding. At last, proposed general strategic for the objectives design.Last but not least, took the Tooling Design and Manufacture specialty for instance, attempted to use the system for understanding to design the occupational skills objectives in the teaching unit “automatic feeding Linkage Design".In addition, the study used conversation method and documentation method. According to the interviews on frontline teachers, analyzed the condition of objective design in vocational skills teaching from four aspects: design basis, effect of design implementation, self-evaluation on design and design attitude. According to collecting and collating tacit knowledge theory, constructivist theory on learning and understanding teaching theory, sustained the objective design.
