With the change of China’s graduate employment system, the employment pressure that disabled graduates are facing gradually increases. Under such a universal background, enhancing disabled graduates’ employment competitiveness for a successful employments has become a hot issue of social concerns. So the career planning education to disabled graduates, which promotes disabled graduates’ employment competitiveness gets more and more people’s attention. In 2008, the document “regarding opinions of the secondary vocational schools’ curriculum of moral education and teaching arrangement ”, which delivered by the ministry of education, set the career planning course as a compulsory course of moral education at the first time. In 2008, the ministry of education published the document “the syllabus of secondary vocational schools’ career planning ”, which proposed that “they should undertake career education and vocational ideal education to students”. It identified the status of the career planning education in special education of secondary vocational school, and pointed out that “the task of the career planning education of secondary vocational schools is to guide students to establish a correct career concept and career ideal, and to make a career plan according to requirements of the society and their own characteristics, so as to regulate and adjust their behavior, and create opportunities for the employment and entrepreneurship”. The promulgation of the document “the syllabus of secondary vocational schools’ career planning education” marked that secondary vocational schools’ career planning education sprung up formally in our country. Meanwhile, as an important component of the secondary vocational school, special education of secondary vocational schools also need undertake career planning education, which marked the career planning education had become an important content of the special education of secondary vocational schools.Therefore, it is necessary for disabled students of special education of secondary vocational schools to carry out career planning education, and to help them plan their own study and life scientifically and plan their own career properly.This thesis first discusses the significance of proposing problems of the career planning education in special education vocational schools, and then elaborates the present situation of domestic and foreign research, and also analyzes achievements and shortages of our country in this aspect at present. It discusses the theoretical and practical research significance, and defines the core concept, and proposes the new concepts of the career planning education in special education vocational schools. Next, it discusses the problems from the following aspects, such as the stage of development, influence factors, education content, education characteristics and development trend and so on. Moreover, it combines the present study situation of career planning education of the disabled of secondary vocational schools in Liaoning province(i.e., Liaoning special education of higher normal school), and analyzes achievements and problems that they have made. In addition, it elaborates respectively from the perspective of the development of career planning education all over the world, the characteristics of each country’s development of it, and the enlightenment of it. Finally, it proposes the principles, ways and strategies of carrying on career planning education policy in special education of secondary vocational schools.
