With the change of only one word, it,in fact, not only indicates the reform of the development pattern of Chinese competitive sports, but also signifies a brand new theory and innovation in cidtivating sports talents.Based on the Scientific Outlook on Development,it blazes a trail for the sustainable development of sports and education. Besides terminating the isolation between sports sector and education sector," fusion of sports and education " also advocates an essential reform of the content and method of education in consideration of the economic and social development of specific regions.Employing such methods as questionnaire survey and document analysis, this thesis not only analyzes the current problems of "combination of sports and educatio",but also,after researching and learning from foreign successful experiences of "fusion of sports and education" offers a feasile plan for its practice in China.The research theories of " fusion of sports and education" bear the profound influence of Scientific Outlook on Development and Marxism regarding to human’s comprehensive development. Featuring the scientific and long-term training process, as well as the uniqueness and amateurism of trainees, its major meanings consist in three aspects:firstly, athletes enjoy a better chance to comprehensively develop themselves with the right of education; secondly, more potential teenagers will join the camp of reserve talents; thirdly, it will play a positive role in China’s evolvement from a major sports country to a powerful sports country.The institutional obstacles of the "fusion of sports and education" mainly involve China’s "state-run sports system", educational barriers, and accordingly, the outflow of competitive sports talents.Its institutional design comprises three aspects:firstly, the reform of the "state-run sports system"; secondly, the elimination of educational barriers; and thirdly, the concept of sustainable development.On this basis, the Federation of University Sports of China can be more effective and efficient in managing university sports with legal means and well-established regulations. It will be able to establish a university competition system, define a project layout, clarify the hierarchy of competitions, strengthen supervision and expand the market of athletic contest. Hence, interschool athletic contests will become a fundamental part of university education, and a significant approach of enhancing the popularity of university, as well as attracting students and sponsors.The theoretical framework of "fusion of sports and education" depends on its operation mechanism which further falls into five secondary mechanisms, including dynamic mechanism, coordination mechanism, system control mechanism, operation safeguard mechanism and incentive mechanism.
