Secondary school teachers who fly dreams for students as spirit communicator and development guide take important responsibilities of students’growth and success. Secondary school teachers’ role is diverse and their job requirements are strict, they also need continuous developing themselves. Therefore, evaluation for secondary school teachers should be comprehensive, development and effective. However, the current evaluation of teachers not only did not play to improve the level of teachers’work and promote the development of teachers, instead becoming the roots of heavy pressure, overworked, negative working and utilitarian chasing. While schools are continuously improving the evaluation methods, but the simple developmental evaluation abandoning reward and punishment and teacher evaluation with dual purpose is not always effective.Teacher evaluation with incentives and development co-exist and can meet the characteristics of human nature is the key to changing the current plight of the teachers. School administrators, as the subjects of teacher management, in constructing the teacher evaluation system, are necessary to give teachers some reward and punishment and also promote teachers’ development and improvement. Development of evaluation for the sole purpose, reward and punishment of aid and combining the flexible construction of content and criteria can correctly guide the teaching methods, improve teaching productivity, promote teachers’ development and burden for teachers.This study used questionnaires、interviews and other research methods to investigate the circumstances of the current evaluation, and found it lack of incentives and development, pursuing results, missing process and formality. Subsequently, analyze the appearance of the problems deeply, including the lack of authenticity and fairness, main constraint inadequate, extensive evaluation projects, standards unreasonable, short of effective results feedback four main aspects. Also pointed out that the composite evaluation is the inevitable choice to ensure scientific management, promote the development of secondary school teachers and conform to teachers’ evaluation system reform.In connection with the outstanding problems presented by secondary school teachers’ evaluation, this study proposes solutions in two ways, in order to establish a comprehensive evaluation system of secondary school teachers and to guarantee that it can be effectively implemented. Under the premise of a clear purpose of secondary school teachers’ composite evaluation, in line with the principle of objective and impartial, open and transparent, comprehensive and systematic, guidance, development, feasibility, construct the secondary school teachers’ composite evaluation index system combining fundamental and development, focus on development; combining the quantitative and qualitative, enhance qualitative; unified combined with differences, reflect differences; rigidity combined with flexible, highlight flexible, decompose and refine every levels of indicators. In addition, according to the importance, discrimination and value, scientifically and reasonably analysis the index weights. In order to solve the problems better, to do some useful supplement on the evaluation index system further, the study put forward the corresponding measures in various stages of composite evaluation to ensure its implementation successful. The preparatory stage:formulate a scientific and complete evaluation plan, setting the basic elements like evaluation period, purpose, standard. content and so on, and develop into a multi participation in the evaluation plan. Carry out training before evaluation starts, doing adequate preparation for the implementation. The implementation stage:alert the errors, taking positive measures to the central tendency and personalized tendency. Meantime, transfer evaluation focus in according to the education policy and the composite evaluation requirements, with the concept of flexible management to promote the development of teachers. The analysis stage:reviewers need to do job report and give a comprehensive analysis of teachers’ work. Result feedback stage:improve the content of the evaluation result feedback, including concreting teachers’work, clearing valuation result. And establish the principles of result feedback, using agile and flexible ways to feedback and communicate, making it throughout the evaluation process. Furthermore, put the evaluation results into reasonable use in order to improve teachers’ work, promote teachers’ development and reflect the true value of the composite evaluation of secondary school teachers under the concept of flexible management.
