The report of the 18 th National Congress of the CPC requires that we should develop satisfactory education for the general public and build a country enriched with strong human resources.Human resource, as the basic premise and guarantee for running an organization, is playing a more and more important role, and has become the most competitive resource. New era of higher education puts forward new requirements as well as affects the university human resources management mechanism, which takes teaching staff construction as the main content. Regional public universities have the responsibility to realize specialized talents cultivation, knowledge innovation and technology innovation for the region it locates. Teachers are the main resources of a university. Therefore, cultivating a teaching staff with adequate quantity, reasonable structure, excellent quality and creative thinking is the key factor.This paper investigates teaching staff construction in 15 public universities locating in Chongqing. Based on a comprehensive analysis, the paper first points out the existed problems in aspects of staff quantity, structure, overall quality, evaluation mechanism as well as recruitment and communication. The paper second analyzes the reason for the above problems from the perspectives of management concept, educational training, and environment construction.Finally, the paper proposes the corresponding solutions to advance the teaching staff improvement strategy which is worthy of reference for other regional universities.It divides into 4 parts. The first part is a brief introduction of the topic’s origin, significance, as well as domestic and foreign research status. The second part summarizes relative theoretical concepts from the perspectives of contents, important status and roles of teaching staff in universities. Based on the description and analysis of teaching staff construction in regional public universities, the third part points out the common problems and looks into the reasons fostering these problems. The fourth part puts forward the optimizing strategies for regional public university teaching staff construction.
