The people’s material and cultural life is improved greatly along with the rapid development of market economy since the Reform and Opening. The CPC Central Committee and the State Council publishde Decisions on the overall strengthening of the population and family planning comprehensively addressing population issues on december 17,2006. Reducing fertility levels is the most important issue in the process of implementation of family planning now and within a period of time in the future. At present, Chinese-born population level will be maintained at a fairly low level in a certain period of time. Because of historical reasons, larger population base in China gives socialist political, economic, cultural, social, and ecological civilization tremendous population pressure today. From the microscopic perspective of family planning and population issues, there are some problems such as the executive force is not strong enough which impede the normal operation and development of grassroots work of family planning in some sectors of the management of family planning at the grassroots level. An important goal to solve the problem of China’s population is stabilizing low fertility level, comprehensively addressing population and population quality problems. Therefore, from the municipal level, any family planning issues in making decisions will bring weakness and low efficiency to Grassroots work. In the case of the deepening of Reform and Opening up, in the process of promoting the rule of law, in the background of adhering to the people-oriented and achieving Chinese dream that achieving the great rejuvenation of the Chinese nation, there are enormous practical significance to ensure stable and rapid economic development of the municipal level with studying and discussing the issues of family planning in city-level and problem-solving measures. This article put X City as an example to describes family planning situation and find problem in recent years in X City, and propose corresponding policy measures.X is one of the larger cities in S province, the family planning problem of which city has its own characteristics. The developments of the local economy, culture and society are closely related to the family planning work. The first part of the thesis introduces the research background, theory of research, research circumstances of abroad and at home, research route and inadequate and frame of treatise.The second part elaborates the family planning problem of our country at the present stage, as well as some conceptual problems. At the same time, the theory for the practice of China’s family planning problem and the corresponding legal basis according to the development situation of China’s family planning are both introduced. At last, the management stage of our country’s family planning is divided into the period of planned economy and that of market economy. On the whole the family planning program goes through stages of the controlled population growth, the kept low birthrate and entirely solved population problem for promoting man’s all-round development.The third part according to the actual situation in X City,it discusses the current problems existing in the grass-roots Family planning management work, examines the changes of the Family planning policy over the years, generalize the deficiencies of the current family planning. The author concluded the following aspects. Firstly, some people did not completely change the concept of fertility, higher fertility desires people of childbearing age, and population pressure suddenly rises. Secondly, the pension system is not perfect. Thirdly, traditional contraceptive practice is difficult to meet the needs of the masses. Fourthly, prenatal and postnatal care services of Family planning needs to be improved. Fifthly, interest-oriented policies of Family planning work may not be implemented. Sixthly, the existing institutional mechanism of family planning work is not perfect. Seventhly, quality of cadres is limited. Eighthly, inadequate investment constraints work carried out. Ninthly, the difficulty of floating population management services exacerbates.Tenthly, the level of family planning information needs to be improved.Part IV presents Solutions for the problems in Family planning. The main countermeasures are the following:the first is to strengthen publicity and education, and establish new birth concept. The second is to improve family planning policy of supporting the pension system.The third is to deepening the masses contraceptive services. The fourth is to further enhance prenatal and postnatal carecapabilities of Family planning The fifth is to strictly implement and improve policies to promote the interest-oriented mechanism. The sixth is to improve the institutional mechanisms of family planning work. The seventh is to strengthen the building of staff. The eighth is to improve family planning funding mechanism.The ninth is to improve the flow of population management. The tenth is to strengthen family planning information technology.Finally, the last part of the paper summarizes the main points made, what had been done, have put forward their own unique point of view through demonstration, review research shortcomings, as the next step will be to explore the issue.
