Population development is a strategic problem, related to the nation’s modernization process, related to the Chinese nation’s prosperity, but also related to people’s happiness and goog health; in the economic, social and resource development is fundamental, long-term, overall influence. City development level directly reflects the comprehensive national power, and the city population and family planning work of city development plays an important role and influence. Family planning is a basic policy of our country, since the founding of new China, our country regards Marx’s population theory as a guide, and actively explore the road of China’s population development, continuous innovation population theory and practice. More than60years, the population and family planning work in China has a history of the twists and turns, solemn and stirring, brilliant, completed a historic transition in population reproduction pattern, entered the low birth level country ranks; from China especially in the major city population and development bottleneck issue form, facing China’s "demographic dividend" will disappear soon. Problem. In Guangzhou new city in the development of the population and family planning work of the challenges and opportunities coexist, population in city is an important symbol of the city, the population quality, to control the total amount of population increase and population structure of a gradual improvement, is an important prerequisite for the implementation of the strategy of city.This thesis carries on the analysis from the theory and reality, the methods of comprehensive, analysis and verification, induction Chinese population and family planning research, background, the problem and development direction from the macro; from the panoramic condition and population factors-An Introduction to China’s city development; analyze and solve measures and Countermeasures of population problem of Guangzhou the new city from the microcosmic, strive to improve the population and family planning work at the maximum power level, the population and sustainable economic and social development goals.There are5parts in this paper. The first chapter is the introduction part mainly explains the background, domestic and foreign research achievements and significance of population family planning; the second chapter is mainly from the theoretical and conceptual model of Guangzhou city are analyzed; the third chapter is the main contradiction of Guangzhou new city and the population and family planning work; the fourth chapter is the prominent focus on the basis of a comprehensive review of China’s population and family planning development course and loss,, puts forward and demonstrates the Guangzhou population and family planning work in hot solutions. The main point of this paper is aimed at the city population and family planning work situation, put forward the scientific adjustment of population and family planning work function, size up the situation to improve the population and family planning policy, measures to establish and perfect the benefit guiding mechanism.
