With the rapid development of information technology and Internet technology, information literacy has become an essential skill in the information society. Our country attaches great importance to the development of information literacy in primary and middle schools, also puts the information quality education as the core contents of the "information technology course". Therefore, evaluating students’ information literacy in the primary and middle schools has become an important part in the information technology education. At present, many countries have developed authoritative assessment scale of information literacy. However, most of assessment scales are only as testing tool of information literacy and have not real effects on the promotion of students’ information literacy. In order to enhance students’ ability of information literacy and reflect the effect of information literacy education, this study tries to develop a testing and assessment system of information literacy which has the function of learning, testing and evaluating. The aim of the system is to help students to carry out self-assessment and learning of information literacy, help teachers monitor students’ information literacy level and make strategic adjustments timely, and help education management have a comprehensive and integrated understanding of the degree of the ICT in education and information literacy level of students.In this research, the methods of literature review and investigation are adopted. Firstly, the author overviewed the conception and development course of information literacy by reviewing related literature, and analyzed the current domestic and foreign information literacy evaluation standards, combined with Chinese "basic education curriculum standard", build a relatively comprehensive students information literacy evaluation standard protocol targeted to the three stages of elementary, middle and high schools. Secondly, according to the standard protocol and the investigation of current information literacy test and analysis system or platform status, determined to develop an information literacy system which to test for the main function while including both learning and assessment functions. Thirdly, the research tried to design and analysis the system, targeted to the students, teachers and education administrators three permission, the system is designed personal space module, test module and evaluation module, and accorded to the requirements to design the corresponding function in each module. Finally, used of B/S mode application and ThinkPHP development framework technology to complete the realization of system functions. To ensure the stability of the system, the author continuously commissioned and tested the system and expanded small-scale test in some primary and middle schools in Wuhan to make sure that the system can fully meet the evaluation requirements.
