The double certificate system in short refers to the degree certificate and professional qualification certificate system of two kinds of certificate.Implement double certificates in secondary vocational school is the core of dual credit financing education,the ultimate goal is to students in graduate certificate and professional qualification certificate.However, with the deepening of the double certificate system implementation and the development of society and economy, executive deviation of secondary vocational schools to implement double certificates system gradually surfaced, reflect on the one hand, grasp the connotation of the double card financing education, in different schools, because of the different understanding of the double card accommodation, double the financing of education teaching effect is not the same, even in the same school, different professional, professional teachers of double card accommodation understand differently, the effect is not the same;on the other hand, is embodied in students, teachers, parents and even the social recognition of professional qualification certificate of double certificates is not high; Again on the other hand, the double card making as a rule of law, it is the law mandatory and authority, but in many secondary vocational schools, teachers were poorly understood, not to mention the implementation.This article is precisely based on this background, with xinjin vocational senior middle schools in sichuan province as an example, from the system theory in the perspective of the social system theory to analyze the secondary vocational schools to implement the double certificate system and the reason of the deviation in education and from the perspective of the institutional environment and technology environment, the double certificate system education actual operation, effectively promote the smooth double certificate system in secondary vocational school of thought and countermeasure, to provide theoretical support for the later research.This paper consists of the following parts:The first part is introduction, put forward in this paper, we study problem is based on secondary vocational schools to implement the reality of the situation facing during the process of the double certificate system; On the other hand is based on the theory of economics of institutionalism of revelation; The last is based on the research of personal interest, and that the double certificate system of secondary vocational school education the cause of the deviation.
