In the era of knowledge economy, with rapid progress in technology and increasingly fierce national competition, talents, as the carrier of technology innovation and contributors to economic development, are the keys of being national winner in the 21st century and strong power of national development, national prosperity and social prosperity. Professional Talents are in the important position in the talent team, as the representative of advanced productive forces and main power to promote the development of science and technology, economy and society. Now we have made great progress in the construction of professional talents, including team size, overall quality, function, management mechanism and social status. But the development of professional talents do not adapt to our current development in economy and society, with many problems which highlighted in the structure of professional talents, including the imbalances in degree structure, level structure, industry structure, professional structure and regional structure. In a deeper level, economic base determines the superstructure, so economic structure defines the structure of the talents. Structure imbalances have a relationship with China’s economic development mode transformation and structure adjustment. So the research on the structure of professional talents,as a system engineering, have the necessity and urgency of reality.The whole article is divided into two parts. The first part is theoretical study. First, define the concept of professional talents and structure of professional talents, in order to have a clear understanding. Then discuss the related theory, from the aspects of talent structure division, talent structure adjustment, talent fostering and talent flow configuration, to provide theoretical support and lay a theoretical foundation for the topic.The second part is empirical research, which is the main part of the article. First, analyse the status quo of the structure of professional talents in XX Province, from four dimensions:natural structure,quality structure, economic structure and social structure. Then conclude the problems in the structure and the reasons. At last, put forward the specific countermeasures of optimizing the structure of professional talents from the aspects of professional talents’ education training, flow configuration, scientific use and talent introduction, in the premise of analysis on the principle of optimizing the structure of professional talents and dealing with the relationship, in order to provide reference for promoting the level of professional talents in XX Province and for optimizing the structure of professional talents in our country.
