Operation Mechanism Research Of The Provincial Students’ Federation

Under the guidance and leadership of the Communist Party and the communist Youth League of China, Students’ Federation is the federation of high-level university student unions, graduate students unions, middle school students unions and basic students’ federations. It plays decisive role in contributing students’ self-management, self-education and self-service as well as promoting students’ moral, intellectual and physical development.However, the development of Students’ Federation, especially that of provincial is facing many challenges. Internally, the Students’ Federation faced an incomplete organization system, weak self-running ability and excessive dependence on the guidance of the communist Youth League. Externally, at the influence of social diversity, it is confronted with a weaker influence, attraction and cohesion. These problems hinder the development of provincial Students’ Federation’s functions. So deep analyses and counter measures are eagerly to be carried out.Shandong Students’ Federation is the product of "May Fourth Movement of 1919" and it has always be the core strength of organizing, leading ad servicing students since its inception. After nearly centuries’ evolution and development, Shandong Students Federation has formed three mechanism:the empowerment mechanism at the core of students’ congress, the executive mechanism at the core of secretariat, and the service-supplying mechanism at the core of "three self-acting" (students’ self-education, self-management ad self-service). The experience that worked at Shandong Student’s Federation Secretariat for 2 years made me start to thinking about provincial Students’ Federation should how to perform their duties better by optimizing the operation mechanism.In this thesis, it analysis the operation system of Shandong Students’ Federation in detail, some problems has be classified during its running process:the decision-making function of provincial Student Congress was unapparent, the permanent right establishment didn’t fulfill its duties, the function of information hinge was insufficient and some working modes are single and over-ideal and so on. Lastly, the relevant reasons are analyzed.In the process of making the operating mechanism of provincial Students’ Federation perfect, we shall always be in the principle of student-centered, adjusting and optimizing the power mechanism, institution setting and working content to build up the efficient, well-organized operating mechanism of the provincial Students’ Federation step by step. In the last part of the thesis, it puts forward the measures of upholding and improving the institution of student congress, enhancing the autonomy, strengthening student cadres team and increasing the pertinence, enriching work carries, constructing scientific evaluation system and so on.
