In today’s world, knowledge economy is burgeoning. Human capital plays a more and more important role in promoting the economic development and the cultivation of high-skilled talents has become the focus of the world. As a developing country, China is famous for its manufacturing and we are in the critical period of promoting economic structure optimization and upgrading, then achieving the transition from "made in China" to "wisdom in China" has higher requirements for the cultivation of high skilled talents. High-skilled talents cultivation, however, will not happen overnight, nor can complete unilateral efforts. Now our high skilled talents’cultivation is decentralized, then how to arouse the enthusiasm of all parties involved in, and coordinate the interests relationship of all parties, build up the feasible socialization mechanism system of skilled talents cultivation, is the key point of this study.Through taking the Marxism-Leninism theory, transaction cost theory, stakeholder theory and human capital theory as the instruction, and on the basis of literature reading, investigation and interview, this paper has a deep insight into the high-skilled personnel training mode of Germany, Australia and the United States. According to the historical logic, this paper also do a deep research on the cultivation of high-skilled talents in ancient China. Then this study analyzes the status quo and existing problems of the high-skilled talents cultivation in China. On the basis of the above analysis, it concludes the general regularity of high-skilled personnel training and the cultivation mechanism system under the market economy. This study argues that the cultivation of high-skilled talents under the market economy should adhere to the work-integrated learning, emphasize diversification of investment and interests harmonization. Then forming such a training mode that taking market demand as the guidance, the government as the leading, enterprises as the main participants and the vocational school as the foundation. All parties involved in should coordinate with each other to form an organic cultivation system. For the large enterprises, they can make a try that running their own industry school. For the small and medium enterprises, they can develop industry school under the shareholding joint or cooperate with vocational schools in running schools. All of those cultivation modes, under the market economy, need the construction of management mechanism, guarantee mechanism, incentive mechanism, evaluation mechanism and interest mechanism. And the construction of benefit mechanism is the most important. In view of this, this paper analyze the participants’interests and their responsibilities by surveying in order to make every effort to make high skill talented person’s cultivation is more fruitful in the future.
