In today’s society, economic development is increasingly prosperous and social competition becomes fiercer. All of the competitions can be shown in competition of talents. From a macro point of view,no matter is the state governance or the science and technology development all needs high qualified talents; From a micro point of view,no matter is commercial operation of the project or management of an enterprise, also need professional involved in. The main base of cultivation of high-quality talents is in colleges and universities which faces the realistic challenge how to evaluate college students in comprehensive, objective and scientific way during the process of quality education. As part of colleges and universities, higher vocational schools are also facing the same problem. Therefore, this paper established a comprehensive evaluation model of higher vocational school students, aim to achieve the goal of effective and objective evaluation of students’ comprehensive quality.First, it studies the theory of evaluation of the domestic and foreign students’ comprehensive quality and basing on it, the paper gives a detailed explanation of the students’ comprehensive quality concept and the factors related to the comprehensive quality of students; then considering above contents, evaluation principle of students’ comprehensive quality is established which contains two modules, 12 indicators. Then according to the purpose of this study and the foundation of considering the particularity of the object of evaluation, it determines the content and procedures of evaluation. The first is to obtain the original data of evaluation index system of the comprehensive quality of students by questionnaire. Then, using expert evaluation method and AHP method to determine index weight using a combination of quality, and through the calculation of raw data, the comprehensive quality of students evaluation index using fuzzy comprehensive evaluation method, the overall situation with situation of Higher Vocational College Students’ comprehensive quality and the quality of ability of modules of the objective,comprehensive, detailed analysis, find out the existence of higher vocational college students comprehensive quality current advantages and problems as well as the existence of widespread. Finally, from the increase in personal moral quality, improving the professional quality and strengthening the corresponding countermeasures were put forward in three aspects of internal and external training, but also from the strengtheningof physical and mental exercise, strengthening students’ practical ability, increase student elective range, increased school exchanges opportunities in four directions are proposed.
