With the development of science and technology, society has entered for innovation as a driving force, the era of knowledge economy, the state of competition is actually innovation talents competition, in China in the 21st century in the international society to possess certain status and stronger international competitiveness, needs to cultivate a large number of creative talents with innovative ability, cultivate innovative talents in colleges and universities is the important base. Higher vocational education as China's higher education is an important part in recent years, vigorous development, have made a great breakthrough. But higher vocational training goal of common colleges and universities, different, ordinary is discipline construction and knowledge production task, vocational colleges training is a necessary basic theoretical knowledge and possesses stronger practical ability of higher applied talents, vocational students' innovation ability how, and application technology innovation level, has a direct relationship. innovative ability in the current evaluation for vocational studies is relatively little, wo need to establish a set of suitable for higher vocational students' innovation capability evaluation index system,to evaluate higher vocational students' innovative ability level fairly and impartially, it has important theoretical and practical research significance.This article elaborates the innovation ability, and analyzed the connotation ordinary college students' innovative ability of the current situation and then vocational students with ordinary college students' innovative ability of different comparison and analysis, and points out that the higher vocational students' innovation ability training and the necessity of evaluating, then that vocational students' innovation ability, what are the factors affecting the environment, including the innovation of innovative awareness, innovative thinking ability, innovation of knowledge learning ability and the innovation practice operation ability, then use the multi-level fuzzy comprehensive evaluation method and improved ahp method such as research and design a set of higher vocational students' innovation ability, constructs the evaluation index system of higher vocational students' innovative ability multi-level fuzzy comprehensive evaluation model and from different angles comprehensive analysis and evaluation, and is verified by practical examples, for comprehensive evaluation of higher vocational students' innovative ability provides a scientific, rationalization, systematic and feasible method.
