Improving the scientific and cultural quality of the whole nation is the main goal of the task of building a comprehensive well-off society.While The target key points are concentrated in rural. In order to promote the new rural construction and promote the transformation and upgrading of modern agriculture and build the new agricultural management system, we must adhere to the people-oriented. The most important and initiative part is to cultivate and develop new occupation farmers, which is the development requirements of National "Twelfth Five Year Plan". In this context, in order to meet the needs of agricultural economy and rural development, how to put the rural rich labor resources into strong human resources, which is the new challenge in China.Modern distance education is an important part of the education system, which has unparalleled advantages in servicing "three rural" development.It has the characteristics of "long-distance, openness, multimedia, network", which can’t only solve the problems of dispersion and intermittent, non-systematic, but also provide a good platform and method in cultivating occupation farmers. Reserch on constructing rural distance education platform to cultivating the occupation farmers, which can not only change the situation of rural labor surplus and professional talent shortage, but also has the practical significance in implementing the strategy of invigorating and cultivating the skills, knowledge-based and intelligent farmers and realizing agricultural modernization and promoting the comprehensive development of the rural economy, which provides the precondition and guarantee for the comprehensive construction well-off society and urban-rural development, but also build a solid foundation for the construction of harmonious society. In this study, we act occupation farmers cultivation goal as the starting point introduce the foreign experience of cultivating occupation farmers, take Jiangsu rural distance education as an example, analyze the validity, feasibility and problems of rural distance education platform and study the policy recommendations.There are six parts in this paper:First part, introduces the research background, the research content and the research methods and topics of significance; Second part, elaborates the connotation of occupation farmers and cultivating approaches, research the mode and characteristics of distance education platform about different categories; and introduce the foreign experience of cultivating occupation farmers in developed countries, analyze the path of occupation farmers in China; Third part, take the status and mode of cultivating occupation farmers in Jiangsu as an example, summarizes the gap and the contradiction between supply and demand, development phases, the experience and the practice results on cultivating occupation farmers, Through the province city county three levels, confirm the effectiveness and feasibility of rural distance education platform; Fourth part, analyze the problems and reasons which exists in distance education platform of cultivating occupation farmers in Jiangsu, It exists regional development imbalances, school conditions, school direction bias, lack of educational resources scattered, because five factors:operation mechanism farmers themselves external factors operation layer and dynamic force; Fifth part, put forward to methods and strategies in order to strengthen and improve the distance education platform in cultivating occupation farmers, In order to improve the distance education platform service professional Jiangsu farmers cultivation effect, must change the idea, improve knowledge, and the government needs overall planning and step-by-step implementation, grasping the core, gradually advancing, farmers themselves also should actively participate in the process of professionalization, puts forward a series of policies, innovative thinking, to improve the understanding of modern distance education, enlarging the funds investment, strengthen the infrastructure construction of the modern distance education to improve the rural remote education system, improve the quality of distance education, realize the sharing of resources, enhance education teachers team construction, improve the service system for learning; Sixth part, the conclusion part of this paper, summarize the main results of this study, analyze the problems existing in the study of this paper, propose the prospect for further study, provide reference of cultivating occupation farmers.
