In China, the rural education has always been an important and difficult issue of educational reform and development, which has an influence on implementing the strategy of reinvigorating the country through science and education smoothly. In recent years, the government continuously strengthens the degree of preferential policies and financial support to the rural education, so the rural educational business gets an unprecedented development. Especially the implementation of the new mechanism to ensure funding for rural compulsory education breaks the fund bottleneck that hinders the development of the rural education for a long time and plays an important role in strengthening the construction of hardware facilities of rural education, improving school-running conditions of rural schools, and so on. However, in comparison with the hardware construction, the construction of soft power is very inadequate. Particularly, as an important part of the software construction,the construction of the rural teaching staff still faces many difficulties. Currently, many schools in rural areas are in a serious situation because of the shortage and aging of teachers. So, cultivating young teachers has become the key to solving the problems of rural teachers. And as the main way and means of the construction of teaching staff, the human resource development can improve the professional quality, lift the professional competence and promote the professional growth of rural young teachers effectively.Based on this background, “The Human Resource Development of Rural Young Teachers” is chosen as the research topic of this thesis. This thesis is divided into four parts, namely the introduction, the theoretical foundation, the empirical analysis and the countermeasure study. In the introduction part, the background, significance, purposes, contents, methods and the innovation point of this study are illustrated, and the relevant researches are collected and commented. In theoretical part, the core concepts involved in this study are defined and the theoretical bases are elaborated. In the empirical analysis part, the investigation focusing on the rural young teachers in Yicheng City of Hubei Province is conducted by using questionnaires and interviews to get a comprehensive understanding of the status of the human resource development of rural young teachers so that the current problems and their causes can be explored. In the countermeasure study part, according to the investigation and analysis, suggestions aiming at improving the human resource development of rural young teachers will be given from three levels—the government, the school and the individual.My hope is that this thesis can serve as a modest spur to induce more people to pay close attention to and throw themselves into the studies about the human resource development of rural young teachers which will push rural young teachers' growth so that more rural young teachers can become excellent education talents and contribute their efforts to the development of the rural education in China.
