Modern management scientists generally believe that human resources,material resources,economic resources and information resources are four essential resources for an organization to succeed.Among these four types of resources,human resources are the most important resources.The optimal allocation of human resources has played an important role in alleviating the shortage of college teachers,optimizing the structure of teachers,promoting the development of new disciplines,the development of new majors,and promoting the comprehensive competitive ability of scientific research,which has promoted the overall development level of colleges and universities.The research on the allocation of human resources in Colleges and universities is the promotion of the trend of the national personnel reform,the need for the strategic development of colleges and universities,the choice of the reform of the internal management system in schools,and the need to continuously improve the efficiency of the use of human resources in Colleges and universities.How to strengthen the construction of College Teachers' human resources and improve the comprehensive quality of teachers in Colleges and universities is a new challenge for colleges and universities,and also the key to the development of colleges and universities.Analyzing and studying the present situation,existing problems and causes of University Teachers' ranks is the premise and foundation for solving this problem.Therefore,taking A Career Technical College in Zhejiang as an example,this paper studies the allocation of human resources in Colleges and universities.Taking Zhejiang A Vocational and Technical College as an example,under the guidance of human capital theory,human-based management theory and labor supply and demand theory,this paper studies the allocation of human resources of teachers in Colleges and universities by means of literature review,normative analysis and empirical analysis,dynamic analysis and static analysis.Firstly,this paper analyses the present situation of teacher human resources allocation in Zhejiang A Vocational and Technical College from the aspects of College introduction,personnel quantity and personnel structure;then,on the basis of the present situation,it analyses the existing problems and causes of teacher human resources allocation in Zhejiang A Vocational and Technical College;finally,it combines the current situation and problems.As well as the causes and other research results,this paper puts forward the optimization strategy of teacher human resources allocation in Zhejiang A Vocational and Technical College,with a view to providing reference for the optimization of teacher human resources allocation in other institutions of higher learning in China.This paper holds that optimizing the allocation of human resources in Colleges and universities can start from four aspects: first,to construct a scientific and rational structure of the teaching staff;second,to strengthen the system of talent introduction and teacher training;third,to implement the appointment system of teachers' posts in the whole college;fourth,to construct a reasonable mechanism of human resources flow.
