As the education of primary school compulsory education constitute the focus, not only is the focus of education is to lay a good foundation, is key to ensure sustainable education and education development. In China, primary school education basically replace part of the preschool education development is not perfect, the link between past and future role in the education system is very important, especially the compulsory education in poor rural primary school education quality is not high is one of the long-term problem in China’s compulsory education. Behind the primary school education in these areas, directly affect the enthusiasm of rural pupils are reading and re admission rate, which will greatly affect the rural pupils for future planning and occupation life choices, it is difficult to achieve sustainable development utility support of education of impoverished region economy. In the primary school education of rural poverty as the topic, it is related to the educational policy in China based on the introduction of the time, especially in a period of non standardized education quality evaluation system in our country is not perfect, not unified, in the modernization of education slogan in the city have implemented in the process, such as the construction of rural primary school education quality evaluation from the start will modernization of rural education also ascend agenda, is the starting point of this dissertation and the significance.The object of this research is the primary school basic education in poor areas, education quality evaluation based on the poor area rural primary school, found that basic education primary school in the poverty areas of weakness and short board, and put forward the policy suggestions for China’s poor rural primary school, basic education to improve the quality of providing effective argument comes from practice, provide effective policy recommendations for the improvement of basic education area of difference. The following content is designed in this paper:First part I, mainly carries on the summary to this paper research foundation and value, theory and related research status at home and abroad, explains the research methods and content of the article, put forward the innovation points and deficiency of writing.The second part, a summary of the basic concepts and related theories of education quality evaluation are shown.The third part, design method based on expansion and process research, using qualitative and quantitative, combination of theoretical research and empirical research methods such as in-depth study of influencing factors on the effect of primary school teaching quality.The fourth part, a detailed description of the teaching quality problems are mentioned in the existing rural primary school.The fifth part, according to the investigation and demonstration of rural primary school teaching quality results put forward policy proposals, emphasis on the problem of distribution of educational resources and the absence of supervision system mechanism improvement.Through the study found that the hardware and software quality problems of rural primary school education in Yixian county, and the improved policy should be carried out from the two levels of policy and institutional sector management. Among them, the government departments to formulate corresponding policies to improve the basic education of rural primary school education investment, and increase the quality of education in rural primary school teachers strength training; rural primary school itself also need to actively explore and innovation of the educational model, to improve the quality of teaching. Overall, the study found that through the establishment of evaluation system of teaching quality effectively, namely the specifications of the rural primary school education evaluation index system which helps the system to find the problem of education quality, promote the implementation of the quality of basic education should be to provide effective evidence to improve based on standardization.
