Ethnic Normal Education is the cornerstone of a national economic development, cultural prosperity and social development. It is an important condition for the development of national education. Mongolian teaching Normal Education is the key to the development of Mongolian Education. But in the educational process, there are many practical problems. Unreasonable education practice curriculum, less educational internship opportunities, etc.Observation Teaching based network is a reflection of the development of modern educational technology, is one of the effective means to improve the Ethnic Students’Teaching Ability, is the basis for training Ethnic teachers in the information age required, is a prerequisite for the promotion of national information technology in Normal Education. Observation Teaching is of great significance for Mongolian Teaching Normal Education. First, observe teaching provide normal students more training opportunities. Secondly, to the normal students’ lectures serve as a model. Later, training student’s course evaluation capacity. Finally, observe teaching through the use of a variety of media of modern educational technology can stimulate student’s interest.Network-based Observation Teaching in education has been widely recognized, many institutions using the system for teaching. But it’s teaching have many problems. There are necessary to develop a Mongolian curriculum Observation System.From the point of view of teacher education problems and existing Chinese language system’s problems, proposed Mongolian Curriculum Observation System. The system supports Mongolian Teaching Normal students observe instructional videos online, reflection, learn to apply the theoretical knowledge into practice, and ultimately to purpose to improve teaching skills.The system is mainly for Mongolian Teaching Normal students. And the main purpose of this system is to students who Mongolian language lessons provide an educational practice training platform to address problems about lack of Mongolian Teaching educational resources, less practice chance, etc. The main course of the study used the literature research, interviews and questionnaires. The system based on Ethnic Normal Education, Blended Learning, Information Technology and Curriculum Integration and Interactive Interface Design theory. Mongolian website before making full consideration to technical issues about Mongolian Font Embedding Technology, Mongolian Vertical Writing Technology, web design and development technology and other.Process of software development mainly used The Rapid Prototyping of Software Engineering. First, I used questionnaires and interviews to understand the system requirements. Designing of system based on the system requirements. And using ASP technology to code and testing the system. Next Select users to try system prototype and make the evaluation. After four prototype modifications, the System Development is completed. After the system is developed with system testing and interviews to understand the findings of the evaluation, and research has basically reached desired goals. The innovation of this study was first proposed Observation system for Mongolian Teaching Normal Students.
