A Comparative Research Of General Education In Universities Of The Two Sides Of The Taiwan Straits

General education, being an educational philosophy and practice, has aroused widespread concern and attention in the field of higher education, as it makes up for shortcomings of specialized education, and fosters broad mastery of knowledge, thinking skills of students, as well as civil morality and humanistic quality.The general education in Taiwan, sharing homologous culture with the Mainland of China, is better developed currently both in the theory aspect and practice aspect. By comparative research of the history, current situation and specific strategies of the general education, the discrepancy can be found between universities of Taiwan and the Mainland of China in the implementation background, process, assessment and guarantee for the execution. The reasons why Taiwan gets better implementation for the general education lie in more distinct philosophy and objectives, various participants, less restraint for the academia, better assessment and guarantee system. To improve the implementation of general education in the university of the Mainland of China, a consensus must be reached that the general education as part of the higher education should be implemented in the entire university and college education. In addition, the government should grant universities and colleges more independent rights on programming and implementation for the general education, and establish appropriate guarantee system for it, thus to making general education popular, systematic, and university oriented. Finally, all departments and faculty of the universities should make efforts to safeguard and promote the implementation of general education by comprehensive quality management, at last to achieve the all-around development of the higher education by general education together with specialized education.
