Physical education curriculum resources (short for PECR) is an important part of physical education and health course. Whether the PECR could be made full use of is an important factor of the smooth implementation of physical education curriculum. The development of national economy and urbanization laid the material foundation for the development of the physical education career and the curriculum reform made the guidline of the physical education teaching clear. However, influenced by the exam-oriented education, the school paid little attention to the students’body exercise. So, it is difficult for the school physical education teaching to innovate. PECR draws little attention and the study related to PECR theories was not enough. The new curriculum reform launched in 2011 highlighted the importance of curriculum resources, so the study of the curriculum resources was drawn more attention.This paper explores a series of proplems of the exploitation and utilitation of PECR on the purpose of futher development of the theories related to physical ecucation curriculum. Based on the current situation in China and under the new curriculum standards, the author puts forword the realization form and implementation strategy of the utilization of PECR from the macroscopic view, which provide the feasible theoretical basis and practical guidance for the implementation of curriculum standards and integration of PECR and enlighten the future PECR study.This paper uses a sesies of research methods such as the literature methods, questionnaire and qualitative analysis. The author applies curriculum theory, pedagogy and theories related to PE to illustrate PECR and does some selection and organization work of current PECR. Through the investigation and analysis of the PECR of twelve junior high schools in Xinyang, the author summarizes the problems existed in PECR development and the reasons influencing the PECR development and explores the effective utilization strategies of future PECR. After the research, the author finds the following situations of PECR in junior high schools in Xinyang. First, the construction of the human resources is discordant. Second, the hardware facility resources and the resources exploited by teachers are not enough. Third, PECR has improved but is not comprehensive. Forth, physical education information resources is not fully exploited and the network media is not fully used. Ffth, natural geography resources is not fully used. Based on these prolems, the author puts forward the following strategies. First, teachers should combine theory and practice in utilization of PECR. Second, teachers had better combine sports effectiveness and curriculum resources in and out school.Third, the interactive relation between students and teachers should be paid attention to. Forth, the school curriculum resources should be constructed. The auhor believes PECR construction relies on the construction of school teacher resources and physical education curriculum, reasonable allocation of senior high school PECR, strengthening evaluation of PECR, construction teaching incentive system, improving physical education policies and regulations.
