Since 2012, the ministry of education issued the education informatization ten year development plan (2011-2020), the county middle school education informationization in the software and hardware infrastructure, education informatization education informationization special funds investment, education information system development and application of yeast has achieved substantial transformation and development. "Application from construction to application,in order to promote development" is our country the important theme of county middle school education informationization at present.County middle school in our country in the process of the development of education informatization,information infrastructure, information technology utilization degree, technical level and information literacy is the key factor which restrict the development of the county middle school education informatization,the county middle school education informatization development imbalance. To solve these problems,to promote the sustainable development of county middle school education informatization in our country, we must to apply for development, to the performance evaluation to drive applications. Situation county middle school education informatization development,this paper puts forward a scientific and reasonable evaluation idea,set up a complete performance evaluation index system,and applies the rough set theory and expert analysis of county middle school education information to analyze objectively the performance evaluation, both enrich the theory research results,and has a certain practical research significance. The main contents of this paper are as following four aspects. This paper mainly from the following three aspects of research:Firstly, the county middle school education informatization performance evaluation theories.Firstly expounds the connotation of education informatization, the concept and characteristics of middle school education information,and then defines the connotation and principles of the performance evaluation in the county middle school education informatization, and from innovative talent training, the education information resource configuration and sharing, and improve the policies and regulations put forward three different angles county middle school, the significance of performance evaluation of education informatization, formed the basic theoretical framework of this article.Secondly, county middle school education informatization performance evaluation index system and evaluation model. According to on the principles of the index system, principles, methods and process,complete in the construction of county middle school education informatization index system of performance, and to determine the index weight, and then expounds the advantages of rough set theory and application of the basic steps of rough set theory to make decisions and established based on rough set theory of secondary schools in the county education informatization performance evaluation decision model.Thirdly, county middle school education informatization performance evaluation of empirical research. Selected the yueyang city of hunan province xiangyin 18 representative schools as empirical research object, through field investigation and E-mail survey of two-way data collection way, put together with the original data collected to conduct a comprehensive analysis, and according to the requirement of the rough set theory in data processing, and then using the method of rough set theory to county middle school education informatization performance evaluation of empirical research, according to the empirical results, analysis the main factors affecting the development of county middle school education informatization.Finally, promote the countermeasures and Suggestions of the performance evaluation of education informatization county middle school. According to the result of empirical research, from the ideological concept, the safeguard mechanism, management system and talent cultivation mechanism put forward countermeasures and Suggestions of the performance evaluation of education informatization county middle school.
