With the development of information technology(IT),the education has taken an entire new outlook.The development level of educational informatization,as an important factor for measuring the quality of education,has been listed as a crucial part of the national strategic development.The compulsory education,as the foundation of the development of national education informatization,plays a decisive role in the national informatization,economic informatization,and even in the informatization itself as a whole.At present,China's compulsory education informatization has achieved outstanding results,but the problems in its development are still very prominent.Firstly,it's an unbalanced development.Informatization of Mideast regions and developed regions shows good momentum,but it left backwards in the west regions and poor regions.Secondly,it's an uncoordinated development.The informatization of compulsory education left backwards compared with that of higher education.Although progress has made in some regions inhabited by ethnic groups with the support of government;however,development gaps still exist among schools of counties,which partly results from the special environment and backgrounds of ethnic groups,but it more likely results from a lack of targeted and effective performance evaluation system,which can better reflects the development stage of informatization,the output of informatization benefit with high input of school,the significance of informatization for schools' development and the effect of informatization for the development of teachers and students.Based on the above considerations,this paper takes the actual development of county compulsory education informatization in Yunnan ethnic minority areas as a foothold,and combines domestic and international applied indicators systems and China's relevant policy document indicators as a basis to construct a preliminary draft of the performance evaluation index system that accords with the development of educational informatization in counties of the minority areas;Through Delphi method,the index system of the construction is perfected and revised;the weight of the evaluation index is determined by the analytic hierarchy process;the empirical test is carried out in Shuang bai County,Yunnan province to ensure the scientific application of the construction of the index system;Finally,based on the perspective of "input-output",the performance evaluation index system of compulsory education informatization in the counties of ethnic areas is established,and the construction model of the performance evaluation index system of the compulsory education informatization in the counties of ethnic areas is put forward.
