At the present stage in China is a comprehensive well-off society, speeding up the socialist modernization construction of the critical period, educationforerunner, overall and basic position in the increasingly prominent, a regional economic development, social progress, more need to seek new growth point of support and from the education reform and development. With respect to the importance of the development of the whole education, the fundamental role of primary and secondary education in the education in the overall development is particularly important. "The importance of national medium and long term plan for education reform and development" for the development of education attention is not only an opportunity of balanced development of education in middle and primary schools in our country, but also for the development of China’s primary and secondary education challenge.Primary and secondary education balanced development is essentially refers to the equality of educational rights and educational opportunity condition,balanced allocation of educational resources between primary and secondary education system internal factors, make the education of primary and middle schools to achieve political, economic coordination. The essence of balanced development of education in primary and secondary schools is the balanced allocation of education in primary and secondary schools, is the Chinese government development starting point and foothold of education in primary and middle schools. The development has the characteristic of phase equilibrium of primary and secondary school education in developed regions:the primary stage, running condition of equalization, the intermediate stage school levelequalization, advanced stage of school quality quality.Pingshan New District of Shenzhen has taken many measures in the balanced development of education in primary and secondary schools, and achieved certain results, but there are still some problems:the education system construction and education development demand imbalance; teaching quality and education development demand imbalance; educational resourcesal location and the development of education demand imbalance is the mainstandard by the education equilibrium concept have not thorough popular feeling, the school management should be improved, balance reasons of private schools lack of funds caused by. Therefore, the following measures should be taken to promote the balanced development of education in primary and middle schools in developed areas:strengthening the construction of system of balanced development of education in schools; to improve the teaching quality of balanced development of education in schools; optimizationof balanced development of education in primary and secondary educationresources allocation.
