The so-called balanced development model of compulsory education is that under the influence of various mechanisms,many elements in the compulsory education system can achieve balanced and stable development goals.The balanced development of education is not only an ideal goal,but also a realistic process.Influenced by the level of economic development and regional factors,the development of basic education in many areas of China shows great differences,such as unbalanced infrastructure construction,large gap between urban and rural education and unreasonable allocation of educational funds.It's also raised a discussion about the issue of fairness in education.The scientific integration of regional basic education resources is related to achieve the level of regional economic and social development in China,and is related to the realization of the goal of building a learning society in China.The sound development of regional education depends on the rational distribution and utilization of regional basic education resources.Based on the theory of resource integration and balanced development,combined with the situation and problems of primary education in Luliang County,Yunnan Province,this paper analyzes the integration of primary education resources in Luliang County through structural optimization analysis.Based on the structure,function and characteristics of the integration of educational resources and educational resources,this paper makes an in-depth analysis of the integration of educational resources in County primary schools,focusing on the analysis of capital investment,teacher construction and other leading resources,and also analyzes the content of intangible resources including educational costs and concepts,so as to lay a solid foundation for seeking a balanced development path.It can be used for reference.And find out the basic problems of compulsory education.Based on the interview and data survey,this paper analyzes the problems in the integration of primary school education resources in the county.On this basis,it seeks a new school operation mechanism to solve the education problems faced by primary schools in Luliang County,and reasonably uses the existing education resources to realize the balanced development of primary school education in Luliang County and the fair goal of education,so as to bring information references for the research about promoting the township basic education related and practice work.The full text is divided into five parts: First,the introduction focuses on the background of this study and the significance of the research,analyzes and integrates the previous literature,and puts forward the research content and method.The second part is the theoretical introduction,which elaborates the theory of education balance,county education resources integration and compulsory education resources and balanced development.The third part to the fifth part are the key points of this paper.Firstly,taking Luliang County of Yunnan Province as an example,the status quo and effect of county primary school education resource integration are proposed.The fourth chapter analyzes the problems of the country primary school education resource integration in Luliang County,and find out the reasons related.Analysing the case of several primary schools as an example,the situation of the development of the primary school in Luliang County and the existing problems were proposed by the interview method and the data survey method.Finally,some suggestions about balanced development of basic education and resource integration in a given county are given,starting from the optimization of the overall structure,and then put forward the construction ideas and specific operational objectives.
