Our country already released "Outline of National Medium and Long-Term Educational Reform and Development Plan (2010-2020)",which makes a deep analysis for the educational informationization, and puts forward the demand and target for the development of educational informatization. According to Ten years of educational information development plan (2011-2020 year), it has also made the corresponding measures for the implementation of the target of the outline, and encouraged social forces to participate in educational informationization definitely to establish social and market environment for the benign development of the educational informationization. The development plan of Hubei province educational information (2014-2020) also mentioned that we should use the information technology to promote the education fairness, improve the quality of education and transfer the ways of development of education and the modes of development of schools which is the only way to construct strong province of education and realize the modernization of education in hubei province. Let educational informationization drive the development of service industry for the digital education. It is very important for our province to promote the economic transformation and construct the innovative province as well.In April,2014, Hubei province was established as a pilot province of national education informatization. In August,2014, the development plan of Hubei province educational information (2014-2020) is officially issued. It sorted out the train of thought which is "fusion in depth, mechanism innovation and driving application" for the development of education in the form of planning at the provincial level at the first time, and definited the responsibilities of propulsion system which is provincial plan as a whole, on-line interactive, giving priority to county and multilateral coordination. What’s more, it determined the goal of the development of education informationization, timetable and roadmap. The development of education informatization in Hubei Province in2015 will be into the fast lane, the development of education informatization will go deep into the cities and counties around the country.
