In the background of current new curriculum reform in our country, strengthen ing the professional quality of teachers is an important way to raise the level of education in China. The teachers are not only teaches in the classroom, but also important researchers of educational reform in our country. Teachers should discover problems in the teaching process, and solve the problem to improve the present situation of education in our country. So the requirement for teachers is also gradually increased. But now the teachers adopt the traditional way of face-to-face and the school-based teaching research and they seldom communicate and cooperatively learn with teachers in other schools. It made the education resources not be shared and teachers are in a closed environment with slow growth. There are also some schools beginning to focus on regional collaborative research using the network, but due to the lack of management mechanism and effective constraint mechanism, the articles of association and the evaluation of teaching, the research platforms are always complicated to operate. Teachers information ability is uneven and there are no cooperative groups.This lead to low efficiency of regional collaborative research based on network. Therefore, the choice of an appropriate network platform and a suitable teaching research mode based on network for teachers is the key to guarantee efficiency of collaborative research.This study got enlightenment from the theory of constructivism, cooperative learning theory, the zone of proximal development theory, hybrid learning inspiration theory as the guiding theory: teaching research and teaching resources should be open; teaching research activities must have guidance of experts to improve the level of teaching research activities; It is a process of cooperation and learning together. The effective research must take the way of mixing face-to-face and web-based teaching research; Under the guidance of the theoretical foundation and through the literature research as well as the questionnaire survey to understand the current situation of regional collaborative teaching research and existing problems in network collaborative teaching research. We design the regional cooperative teaching research model based on Learning Cell mixing network teaching research and traditional teaching research as well as personal learning.This study belongs to the sub project of "rural primary and secondary school teachers’ teaching competency development strategy research" to promote social networks. the purpose is to investigate how teachers can use learning cell platform to carry out efficient regional collaborative research and improve teachers’ competency. By establishing cooperative relations with nine schools of Kang County in Gansu province. Through literature study, questionnaire investigation, interview method and method of practice research and on the foundation of analysis of regional cooperative teaching research and current situation of learning cell platform development, it combines theory with practice and designed the process of conducting preparing lessons in a regional and collaborative way. Meanwhile, we carried out a practical study. Through the questionnaire survey and the interview research, we proved the validity of the effect of model implementation and finally put forward six enlightenments for regional collaborative teaching research based on the Learning Cell platform.
