The development of network teaching led to the rise of network teaching evaluation. However, most of the current network teaching evaluations only have single purpose, mainly in the content, subject and form. To carry out the network of peer assessment activities for learners to become the subject of evaluation to the opportunity, but at this stage of the network of peer assessment activities still remain in the learning performance of simple score grading evaluation stage, the lack of support for the learning process and learners to understand changes in the level of attention, did not play the function of development evaluation. The design of peer assessment activities for understanding will make up the network of peer assessment based on core loss.Based on this, the research in educational technology undergraduate the third grade "design and development of network education platform" course as an example, the experimental research method, content analysis method, questionnaire survey method of auxiliary focus group discussion method and depth interview method, in order to understand the teaching design theory as a guide, focus on "how to design instructional design for understanding the theory of rational, standardized network peer review?" And "what promote understanding network peer intervention strategies to improve the learners’ level of understanding?" Two issues to explore.In this study, the understanding teaching design theory is introduced to the network of peer f assessment in the teaching design, select "understand the definition", "transfer" and "self-insight " into three dimensions as the ultimate understanding of peer assessment evaluation dimensions, designed to promote understanding of the network of peer assessment and evaluation system. Network teaching platform as the support, through the design and implementation of exploratory experiments and verification experiments of two rounds of peer assessment activities, the establishment and validation of intervention strategies to promote understanding, namely the heterogeneous grouping strategy and evaluation work sample intervention strategies, continuous assessment and reflection effect and the problems in the design, to improve the understanding of the network company mutual evaluation process and evaluation system design.Different from the existed peer assessment research on primary and secondary schools and technical college students’ attention of simple mutual assessment process, this study will focus on the college student complex evaluation process, the understanding of the theory of teaching design makes the network of peer assessment activities to seize the core evaluation, mutual evaluation activity design more reasonable, more in-depth theme. At the same time to promote the understanding of online peer assessment intervention strategies to further enhance the learner’s level of understanding, understanding as the goal of peer assessment activities to guide the learners to participate in higher order thinking process of writing comments and feedback to promote the development of learners’ critical thinking.
