Blending collaborative learning mode with technical support is prevailing among universities. Teachers are more likely to cultivate students with both knowledge and universal skills, and they are trying to change cramming style to task driven group collaborative learning style. Meanwhile, peer assessment emerged while the assessment culture is facing great challenges. At the earliest, peer assessment was applied in overseas studies which are more extensive and indepth, besides, the studies are mainly focused on effect of different assessment subjects, effect of peer assessment and students’attitudes toward peer assessment. Currently, overseas study is gradually shifted to online peer assessment. Domestic study is more focused on specific approaches to implement peer assessment in classroom.This study was mainly about implementation of blending collaborative learning which considering the characteristics of curriculum, learners and STARC. The collaborative learning mode which is based on STARC is mainly consisting of three part, namely self-cooperative learning before class, face-to-face teaching and learning, and self-cooperative learning after class. In this teaching mode, students were subjects guided by teachers to carry out learning activities successfully and learn the key & difficult points in the class.In this study, the experimental group and the control group were set among two classes of the course Instructional Technology Research Methods. The experimental group carried out blending collaborative learning based on STARC peer assessment, while the control group carried out blending collaborative learning based on STARC teacher assessment. After the end of the semester, the posts quality in the curriculums’ forum and research program design of students in the two classes were contrasted to explore the effect of online forum peer assessment on students learning outcomes compared with online forum teachers assessment, Correlation analysis were used to explore correlation between student scores and expert evaluation; Analyzing the experimental group’s pre-post questionnaire data and interview to examine the student experience and attitude towards a semester online forum peer assessment.The research results revealed that:first, online peer assessment can improve students’learning enthusiasm; Second, students score and expert evaluation had strong correlation; Third, college students viewed forum peer assessment in a positive light. Implementation advices for online forum peer assessment were proposed to provide some reference for the follow-up study.
