On January 4th, 2010, China’s Ministry of Education distributes the suggestions on carrying out scientific development view to balance the development of the compulsory education. The suggestions take promoting the balanced development as the most important thing in the reform and development of compulsory education, and take improving the quality of education and promoting the development of connotation as the core, in order to vigorously promoting the balanced development of the compulsory education between schools in one region. It presents that we should achieve balance firstly in the county-level administrative region, fending to achieve initial balance between regions in 2012, to achieve basic balance between regions in 2020.As the rapid development of the economic society in Dongsheng, the education of Dongsheng greets the historical opportunities of being bigger and stronger and leading development.We put closely focus on the strategic decision of taking education as the most important thing in Dongsheng. We insist on scientific outlook and taking the implementation of quality education as the main line. For the purpose of achieving people’s satisfaction in education,we insist on taking measures to promoting balance and creating high quality fairly and harmoniously. Getting to the point and realizing the partial breakthrough, the development of education in Dongsheng achieves great development. We have won some achievements, meanwhile we are facing some problems that is hard to accommodate. On the premise of balanced development, building balanced quality education and enhancing the quality of education in Dongsheng are becoming the the main direction of the development of Dongsheng Education at present.This paper Summarizes the insufficiency in the experience of balancingdevelopment of education in Dongsheng,analyzes the new problems after achieving balance, puts forward solutions, and provides theoretically overview of high quality balance.Part1: the introduction. It states the concept of compulsory education and balancing compulsory education. It elaborates the realistic meaning of putting forward the problem. Though drawing a clear distinction and proposing the problem, the paper states the meaning of solving the problem.Part2:the current situation of balancing compulsory education in Dongsheng. Firstly, it introduces the basic situation of compulsory education in Dongsheng. It lists the results achieving in balancing compulsory education during the eleventh five-year plan in Dongsheng, and summarizes the experience.Part3:the problems and solutions of balancing compulsory education in Dongsheng. This chapter is the core of the paper. It probes into the questions on the estrangement between schools,the difference of the idea of running a school between schoolmasters, the craze for choosing top school, the slip of the investment in education,the improving of teachers and the singleness of the campus culture. And then it proposes the countermeasures.Part4:the conclusion.It makes a summary and call on the participation of the whole society. Only if all the people pay attention to this, the balance of compulsory education could be continued and innovated.
