Local college transition development is a major country strategy in recent years on higher education. It is very important to research the restructuring and development and the training model of applied talents, to adapt to economic and social transformation, to serve the local economic development, to improve their educational quality, to cultivate applied talents.The present study describes the local colleges transition development background, analyzing training applied talents, characteristics and typical patterns. Through 17 Guangxi local colleges, points out that its application-oriented training model problems and build a pattern in the process of restructuring and development of application-oriented training model. The study is divided into six parts:The first part of this study clarifies issues raised, the significance, literature review and research methods.The second part analyzes the restructuring development background and the applied colleges problems, said: domestic manufacturing supply lack of application-oriented talents, part of the local colleges vague idea of orientation and development,disciplines and market demand are low matching degree; application personnel training problems include training objectives and process of dislocation theory and practice of teaching confuse, lack of pluralism training quality evaluation indicators.A third part of study analysis the specified application type talents and application-oriented talents typical pattern, that: application of talent features include application-type-based trainning, high-quality technical skills-based,culture-based school-enterprise cooperation process as well as multiple evaluation based quality assurance system and so on.The fourth part about the application personnel training model of Guangxi 17 institutes and analyzes and summarizes, pointing out its problems include: ambitious convergence, personnel training specifications homogenization, the establishment of the cluster overlap, professional coverage small,curriculum and professional standards convergence is not strong, the teaching process and the production process disjointed, personnel quality evaluation main single, quality evaluation of the content and application-oriented direction discrepancy.The fifth part from the macro and micro levels, schools, government and industry enterprise are from restructuring and development in three areas to build the process of local colleges applied talents training modes, including: From a macro perspective, the government should macro-guidance, guide the transformation and development; establishment of school alliance, collaboration transformation. From the micro perspective, competency-oriented schools should clearly applied talents training objectives, based on market demand, flexible set of professional and professional clusters, convergence professional standards, improving the scientific curriculum and teaching system; the government should formulate policies and measures, clearly applied colleges identity, strengthen supervision and guidance, multi-channel support for security cooperation with enterprises, the construction of teachers, improving the "Double Type" teacher engagement system; industry enterprises to participate in the development of personnel training programs and schools to build teaching and curriculum development team, innovation and cooperation, the implementation of the school into the enterprise planning project to establish identification mechanism, improving business mentor competition program.The sixth section summarizes the results of this study achieved and points out the shortcomings.
