This paper studies on the significance, current situation, theory, practical problems, foreign experience, countermeasures of the evaluation pattern of university president in china, obtains a result that under the background of "get rid of bureaucracy" which is the need of the construction of modern university system, it is useful for evaluation pattern of university president in china to carry out the reform in many aspects based on the theory of the fourth generation evaluation, in order to achieve the comprehensive reform of the university and promote the construction of our university system.This paper is divided into five parts, the first part mainly introduces the research significance and research status at home and abroad, especially introduces the domestic theoretical research, highlights the theoretical basis and practical significance of the research of principal evaluation model. The second part describes the theoretical basis of this article from the three aspects of content, characteristics, operation process. The third part describes the status quo of the problem, based on the basic research on:1、it lacks standardized security mechanism, such as the policy, institutions and documents;2、it lacks comprehensive evaluation target, and ignores the requirement of promoting personalized development of the university president;3、it lacks democratic evaluation process, for example, students, ordinary teachers and social interest groups, and the depth of participation of the participants Is not enough;4、it lacks public treatment to evaluation results, and lacks timely and open feedback. The fourth part analysis of the fourth generation evaluation theory based on the current situation, analysis out from the security mechanism, democratic participation, negotiation based, result feedback four concept level that the fourth generation evaluation theory is applied to the evaluation model of university presidents in China. The fifth part is the comparative analysis of foreign evaluation model of university presidents, extracts the foreign evaluation practice in the fourth generation evaluation concept, according to the specific problems of evaluation mode, sum up the enlightenment and experience to China from five aspects:establishing and improving the evaluation pattern; emphasising the evaluation subject of democracy and equality; developing a comprehensive evaluation target; designing scientific evaluation index; opening properly the evaluation results. The sixth part is the most important part of the article, based on the above research, in the context of the construction of university system, based on the theory of the fourth generation evaluation, it puts forward specific and feasible countermeasures:1、establishing the standardized security mechanism, establishing and perfecting the guarantee mechanism in the setting of national policy, school regulations and university institutions;2、organising comprehensive preparatory work, determing the role of evaluation target, arranging the evaluation time and so on;3、securiting diversification, democratization and qualification of the evaluation subject, on the basis of ensuring that all stakeholders have the evaluation quality, it should also promote various interest groups to participate in each link of the evaluation work, making sure their demands and rights to get attention and response;4、constructing the evaluation process of democratic consultation, the evaluation methods and the evaluation index used in the evaluation process should be determined by means of negotiation;5、reasonable treatment of the evaluation results, the evaluation results should be fed back timely and opened properly. This part is a concrete manifestation of appropriateness between theoretical guidance and the problems. It puts forward specific practical countermeasures puting the fourth generation evaluation theory into the evaluation mode reform of university presidents.The purpose of this paper is to guide the university reform mode of headmaster evaluation by the fourth generation evaluation theory, in order to play power of restriction and supervision to improving the principal’s job, and use the system to regulate and protect the rights of the principal, and then to promote the further development of principals and university.
