Taking a panoramic view of the management history, the school management has gone through the experienced management, the scientific management and the cultural management. The school management has the different characteristics in the different times. The experienced management and scientific management which rely on personal experiences and standards promote the development of the school in a certain period. But with the development of the times, they have been difficult to meet the new requirements of the current school management. Emphasis on individual value realization, the cultural management becomes the focus of research in the field of school management. The value management, as the core of the school cultural management, has become a new research hotspot. The school value management is a new strategic management model which is composed of refining, spreading and internalizing three phases. In this process, the school members will realize their own value and the school will go to the great.This research will discuss the theories of the school value management and how to work in practice, by the methodologies of literature review, interviews and case study. Combined with the actual situation of China’s education, this research constructs the primary and secondary schools value management model. The dissertation consists of three parts: archive summary, theory construction and exploring. The first part reviews the development of the value management in the years, find the insufficient. Research of the theory construction consists of chapter iii and chapter iv. Firstly, after make sure of the question and ways, we take the studies in these years and interview into account, defined the concept of the school values, the primary and secondary schools value management and the implementation of the principle. Secondly, combined with the reality, the research analyzes the problems existing in the current primary and secondary value management, while discussing the value of constructing the value management in primary and secondary schools. In the last part we choose J school in Hang Zhou as the example to take the theory intopractice, proving the primary and secondary schools values management model of refining – internalizating – upgrading is operational.
