Foreign students’education in China is not only an important part of international education but also an essential channel for international cooperation and exchanges in education. As early as in Sui and Tang Dynasties, there were foreign students studying in China, but the number of the students was very limited at that time. Not long after the establishment of the Republic of China, the government began to enroll the first batch of foreign students from Eastern Europe, during this period the number of foreign students was strictly controlled by the government, mainly influenced by political and diplomatic power, the overall scale was small. During the "Cultural Revolution" period the government once stopped enrolling foreign students. Since the implementation of the reform and opening-up policy, China has opened the door to the world, China’s colleges and universities start to make frequent exchanges and cooperation with universities in various countries and regions around the world. With the promotion of globalization, internationalization has become an important trend of higher education in the world. In this context, foreign students’education booms. As a big province in education, Hubei Province has made great achievements in foreign students’education. The study of its development since the year 1978 will provide beneficial enlightenments on its sustainable development in the future.In this paper, the subject is foreign students’education in Hubei since the reform and opening up, it consists of four parts:the first part introduces foreign students’education before the reform and opening up, tracing back to the history of Hubei Province foreign students’education. And then, combined with the differences during each period of the national macro policy and the factual implements of foreign students’education, it illustrates Hubei province’s foreign students’education since the year 1978, which could be divided into three stages, namely the restart and the fumble stage (1978-1989), the slow developed stage (1990-1999), the standard and booming stage (2000-). The second part summarizes the basic characteristics of foreign students’ education in Hubei. The third part analyzes the shortcomings of the education and possible reasons for it. The forth part puts forward the improving strategies. In the conclusion part, the theme is the foreign students’education work policy. Concentrating on the main points discussed will provide more development space and new directions for foreign students’education in Hubei.
