From ancient times to the present, human beings are relentless in pursuit of equity. Equitable ideology and equitable principle were introduced in education long time ago, especially in recent society, when democratization is increasingly developed. Many countries in the world are treating education equality as one of their developing goal, and taking various measures to guarantee the balance of education. On the issue of solving education balance, each country has its exclusive means, and pays more and more attention to national communication to seek better solutions.Because of historical reason, there exists great gap between city and rural area. As most of our people live in rural area, but the schools in rural area extremely lack of teacher and teacher’s quality is universally on the low side, which directly influence the education quality of rural area, and restrict population quality and economic development of rural area. In 2006, China founded The Rural Compulsory School Teacher Special Post Programme, which is a new education policy led by government. The programme recruits excellent fresh university graduates to support rural education to improve the situation of deficit and low quality of teacher. The programme aims to narrow the education gap between city and rural area, achieve education balance, and solve the problem of college students’employment, too. Having been implement for ten years, the Special Post programme made great contribution to our nation’s education balance, but it has its defect, too. It can’t solve the deficit and low quality of rural teacher. The urgent matter is how to draw advanced lessons from foreign country to improve Special Post programme and make it works greater function. After studying several countries’ measures about education balance, the author considers the Teach First programme in Britain have something in common with the Special Post programme, so the author decides to observe and study the Special Post programme deeply, and contrast it with Special Post programme to suck its strong points and make up our deficits.Founded in 2002, Teach First Programme is a typical institution for education balance, which initiated by social populace as a public welfare, but it obtains great support from government, too. Delivering outstanding college students to challenging schools to change the learning condition of disadvantaged pupils, Teach First Programme not only cultivates a lot of excellent teachers, but also plays an important role in Britain’s education balance. Thanks to cohering different kinds of social group, Teach First Programme has gone from strength to strength, and until now, it’s the largest graduate recruiter in Britain.This thesis holds that we have to enhance the communication with western developing countries on the issue of education balance, so that we can get useful reference from their successful experience. Therefore, this thesis has a study on the comparison between British Teach First Progrmme and Chinese Special Post Progrmme with the purpose of taking examples from the excellent experience of Teach First Promgramme, thus providing references to the perfection of Special Post Programme, and improving the situation of education unbanlance in the end. This thesis gives an all-around introduction to the two programmes from five aspects. They are background, property, mode of execution, current situation and prominent characteristics. And then, the author analyzes the similarities and differences between the two progmmes to find enlightenments on the perfection of Special Post Progrmme from Teach First Progrmme. The enlightenments are integrating education-aid policy to set up complementary mechanism of compulsory teacher, setting up policy sharing mechanism on the base of diversified cooperator, innovating training methods of special post teacher on the aim of all round development.
