With economic development and social progress, people have growing demand fro sports products and sports services. Sports non-profit organizations provide opportunities for the pubic to participate in sports activities. Sports non-profit organizations are developed late in our country but progressing fast. Therefore, it is of great significance to study functions of sports non-profit organizations.In Changsha, sports non-profit organizations can be divided into three types: formal organizations registered in civil administration department, community organizations registered in the community, and private organizations without formal registration. These organizations build up basic framework of Changsha sports non-profit organizations. However, there is few scholars have studied functions of these organizations. It is important to understand functions of sports non-profit organizations in order to promote their healthy development and satisfy growing needs of the public. The study is based on the practical needs.The research is based on the data collected from two questionnaires. The data are used to analyze functions of sports non-profit organizations and problems in the process of their development. The data are gained through on-site investigation; therefore, it is objective and representative. Questionnaire is one of major research methods used in the research. Besides, research approaches, such as literature survey, comparative analysis and interview survey have also been used. Application of these research methods make the research full and complete.Based on analysis on current situation of Changsha sports non-profit organizations, the paper discuss functions and problems in it, and put forward some suggestions for future development. The study is of a certain guiding significance on Changsha sports non-profit organizations and the same or similar organizations in other cities. The paper consists of six parts:part one and two is introduction and literature review. The two parts are necessary for the research, because they lay a solid theoretical foundation for the following discussion. Part three is about research subjects and research methodology. Part four is analysis on current situation of Changsha sports non-profit organizations. The analysis is based on the results of questionnaires. Part five is results and analysis, core of the paper. Based on the statistics of results of questionnaires, the functions of three-type Changsha sports non-profit organizations are discussed. The last part is conclusion and advices.Through this study the following conclusions.(1) Sports Changsha currently three types of non-profit organizations:Civil Affairs officially registered organizations, community-based organizations registered in the streets, civil grassroots organizations. The number of all types of sports, Changsha, nonprofit organizations have a growing trend in recent years.(2) the functions of the three types of organization can fully demonstrate the grassroots nonprofit sports organization, grassroots community-based organizations and civil society organizations, especially grassroots civil society organizations to play a more fully in its functions, due to "semi-official" nature of the formal organization, its functioning is weaker than the other two organizations.(3)Relations non-profit organization of government functions and sports functions, the relationship between the two conflicting game, mutual cooperation relations-with the development of society, complementary relationship stronger cooperation.(4) categories of civil society organizations is a grassroots organization of the functions of an organization to play to the fullest, but financial difficulties, etc., based on its development speed and quality of development subject to certain restrictions, the government needs to give support.
